This is the meeting to introduce the Steering Committee and discuss and agree on the outline and plan to summarize 20 years of implementing the Government 's organizational model from the 12th to the 15th tenure.

Also attending were Deputy Prime Minister Tran Luu Quang, Deputy Head of the Steering Committee; Minister of Home Affairs Pham Thi Thanh Tra, Deputy Head of the Steering Committee; leaders of ministries, branches, central agencies, and members of the Steering Committee.

According to Prime Minister Pham Minh Chinh, Head of the Steering Committee, innovating the organization and operation of the Government towards streamlining, effective and efficient operations; organizing multi-sectoral and multi-field ministries; promoting decentralization and reasonable delegation of power between the Central and local levels... are both goals and important tasks and solutions to build a state administration that serves the people, is ruled by law, is professional, modern, and ensures that the Government is the highest state administrative agency, exercises executive power, and is the executive body of the National Assembly.

The summary of the organizational structure of the Government through the terms is an important theoretical and practical basis for studying and perfecting the functions, tasks, powers and organizational structure of the Government in accordance with the mechanism of "Party leadership, State management, people's mastery" and the actual situation, in order to contribute to continuing to perfect the overall organizational model of the political system, building and perfecting the socialist rule-of-law State of Vietnam in the new period in the spirit of the Resolutions and Conclusions of the Party.

The Prime Minister requested the members of the Steering Committee to discuss and clearly define the objectives of developing the Summary Project; propose viewpoints, objectives, task orientations, and solutions to perfect the functions, tasks, powers, and organizational structure of the Government.

According to the Prime Minister's Decision, the Steering Committee has the following tasks and powers: to study and propose to the Prime Minister tasks and solutions to summarize 20 years of implementing the Government's organizational model; to assist the Prime Minister in directing and coordinating between ministries, ministerial-level agencies and relevant agencies and organizations in summarizing 20 years of implementing the Government's organizational model.

In addition, the Prime Minister assigned the Ministry of Home Affairs as the Standing Agency of the Steering Committee to be responsible for assisting the Head of the Committee in developing the Steering Committee's work plan and program; coordinating, urging ministries, ministerial-level agencies, and government agencies to review, evaluate, and summarize the implementation of functions, tasks, powers, and organizational structures of ministries, ministerial-level agencies, and government agencies from the 12th to the 15th tenures of the Government; synthesizing and reporting on the general activities of the Steering Committee and performing a number of other tasks assigned by the Head of the Committee.

After listening to the announcement of the Prime Minister's Decisions on the establishment of the Steering Committee; listening to the Draft Report on the Plan for the development of the Summary Project and the Draft Report on the Preliminary Outline of the Project for the Summary of 20 Years of the Implementation of the Government's Organizational Model, the members of the Steering Committee focused on discussing the political and legal bases; purposes, requirements, scope; contents and assignment of organization to implement the summary of 20 years of the implementation of the Government's Organizational Model from the 12th to the 15th tenures.

The Steering Committee members also discussed and gave opinions on analyzing the context, viewpoints, goals; task orientations, solutions to perfect the functions, tasks, powers and organization of the Government apparatus in the new period; especially the assignment, decentralization, functions, tasks, powers, work boundaries of each organization, title...

Concluding the meeting, Prime Minister Pham Minh Chinh, Head of the Steering Committee, welcomed, highly appreciated and basically agreed with the content of the draft Implementation Plan; the draft outline of the Summary Report on 20 years of implementing the Government organization model; the frank, enthusiastic, practical and highly constructive comments of the Steering Committee members; assigned the Ministry of Home Affairs - the Standing Agency of the Steering Committee to coordinate with the Government Office to fully and reasonably absorb the comments and submit them to the Prime Minister and Head of the Steering Committee to issue a notice concluding the meeting for early implementation.

Prime Minister Pham Minh Chinh emphasized that the summary of 20 years of implementing the Government's organizational model involves reviewing, adjusting, defining functions, tasks, powers, arranging, and perfecting the organization of ministries and ministerial-level agencies over many terms; while issues related to organizational structure always have difficult, complicated, sensitive, wide-ranging contents, and involve many subjects.

Therefore, the summary requires the unified direction of the Steering Committee and the participation of ministries and branches, including the very important role of the Steering Committee members in implementing the summary tasks of their ministries and branches and the branches and fields assigned by the Steering Committee so that the summary is close to the actual situation, feasible, focused, key, achieving the highest goals and results.

Requiring the development of a specific roadmap for the summary and reporting before December 31, 2024, the Prime Minister requested agencies to focus on developing plans and outlines for the summary that are realistic, feasible, focused, key and specific for each month and quarter, with the spirit of "clear people, clear work, clear roadmap, time, clear products" so that ministries and branches have a basis for implementation within their scope and authority.

According to the Prime Minister, the summary of 20 years of implementing the Government's organizational model involves many laws, so it needs to be carefully studied; all levels and sectors must have reports based on a common outline, unified from databases, figures... for easy synthesis. In addition, some sectors have the task of reporting some specific contents.

The Prime Minister assigned the Ministry of Home Affairs to urgently complete the draft Summary Plan, submit it to the Prime Minister and the Head of the Steering Committee for decision on promulgation to organize the implementation of the summary task; send documents to ministries, ministerial-level agencies, and agencies under the Government to assess the implementation of functions, tasks, powers and organizational structure of their ministries and branches in the general relationship with agencies in the political system.

Requiring the heads of ministries, branches, and presiding agencies to prepare reports assessing the implementation of functions, tasks, powers, and organizational structures of each ministry, ministerial-level agency, and agency under the Government during the Government's terms from the XII to the XV tenure, the Prime Minister pointed out that it is necessary to review the overlapping issues in state management of sectors and fields and propose solutions, and send them to the standing agency of the Steering Committee for synthesis, in the spirit that what is "ripe", clear, proven correct in practice, effectively implemented, and agreed by the majority should continue to be implemented and legalized, and what is still limited and problematic should be amended and supplemented.

The Prime Minister pointed out that the summary objective must be to systematically and comprehensively research and evaluate the functions, tasks, powers and organizational structure of the four Government terms; propose viewpoints, goals, task orientations and solutions to perfect the functions, tasks, powers and organizational structure of the Government; and pay attention to the relationship between the Government and agencies of the political system.

Regarding the key requirements of the summary work, the Prime Minister suggested that it is necessary to closely follow the political and legal bases, including the Platform for National Construction, the Party's resolutions, including Resolution No. 27-NQ/TW dated November 9, 2022 of the Central Committee on continuing to build and perfect the Socialist Rule of Law State of Vietnam in the new period, the Constitution and relevant laws to objectively, fully, comprehensively and comprehensively assess the achieved results, limitations, difficulties, causes and lessons learned.

Along with that, propose orientations and solutions to improve the organizational structure of the Government in the direction of streamlining, reducing intermediary levels, reducing internal focal points, enhancing decentralization and delegation of authority, along with resource allocation, improving implementation capacity, strengthening supervision and inspection, reducing administrative procedures, reducing compliance costs, reducing negativity and inconvenience for people and businesses, enhancing the application of information technology; ensuring effective and efficient operations, and performing well the tasks of the Government.

Regarding the scope of the summary, the Prime Minister clearly stated, summarized, and evaluated the results of implementing the goals, viewpoints, orientations, and solutions on perfecting functions and tasks; arranging and perfecting the organizational structure of the Government in the spirit of the Resolution and Conclusion of the Party; reviewing the overlapping issues of state management and defining the functions, tasks, and powers of the Government in various fields; studying the Party's regulations to propose orientations for perfecting the functions, tasks, powers, and organizational structures of ministries, ministerial-level agencies, and the organizational structure of the 16th-tenure Government and the next period.

The Ministry of Foreign Affairs was assigned to develop a report summarizing international experience in the organization of the Government apparatus, and the Ministry of Home Affairs was assigned to develop a project to summarize 20 years of implementing the Government apparatus organization model. The Prime Minister noted that the summary process needs to selectively consult the opinions of experts and scientists; the survey of models and reference to experience should focus on a number of countries with similar characteristics in culture, economy, politics, and development conditions with Vietnam.

The Prime Minister assigned the Ministry of Home Affairs to urge and summarize the results of the implementation of the task of building a Project to summarize 20 years of implementing the Government's organizational model of ministries and branches; during the implementation process, if any problems or disagreements arise, they must be reported to Deputy Prime Minister Tran Luu Quang, Deputy Head of the Standing Committee, for consideration and direction./.
