On the afternoon of April 3, the collective leadership of the Dak Nong Provincial People's Committee chaired an online conference at 3 levels to assess the socio-economic situation, security and defense in March, the first quarter and directions and tasks for the second quarter of 2025.

The conference focused on many issues related to important economic indicators. In particular, public investment disbursement and budget collection were discussed by departments, branches and localities.

As of March 28, 2025, Dak Nong disbursed 192/4,041.4 billion VND, reaching 4.76% of the plan. According to data from the Ministry of Finance, the disbursement rate of Dak Nong province reached 9.16%, higher than the national average. With this result, Dak Nong ranked 34/63 provinces and cities nationwide.

Regarding public investment, Chairman of Dak R'lap District People's Committee Nguyen Quang Tu informed that by the end of the first quarter of 2025, the entire district had disbursed 18 billion VND out of 322 billion VND, reaching 5.6% of the plan. Of which, the capital source for site clearance for the Gia Nghia - Chon Thanh Expressway Project alone was 217 billion VND.

“Thus, if we exclude this source of capital, the district’s disbursement rate reaches 17.2%. Currently, we are focusing on site clearance for projects, especially highway projects, to prepare for commencement. For projects under national target programs, the district proposes to transfer capital from projects with a policy of stopping to other projects to speed up the disbursement progress,” said Mr. Tu.

According to Chairman of Gia Nghia City People's Committee Ngo Duc Trong, the disbursement rate of public investment capital in the locality is low. The reason is that the city's public investment sources are mainly for site clearance. However, the projects are facing difficulties in the implementation process.

“We are actively mobilizing people to support the land clearance so that the projects can come into operation. It is expected that by the end of June 2025, the projects will be basically completed, at which time the land clearance progress will be accelerated,” said Mr. Trong.

Acting Director of the Department of Finance Tran Dinh Ninh said that the Department of Finance has fully allocated the capital. Based on the synthesis of departments and branches, the Department of Finance will handle it immediately. "The department alone will take drastic measures. Units will synthesize, review and report immediately. Avoid the case that later the merger will be difficult," said Mr. Ninh.

Regarding the disbursement of public investment capital, Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee Le Trong Yen emphasized: "Districts, departments and branches are assigned to focus on determination and resoluteness. If we do not do it, will we be able to do it when the merger is completed? If we cannot do it, it will be extremely unfair to the people."

The Standing Vice Chairman of the Provincial People's Committee said that Gia Nghia City should change its methods and practices in site clearance. If it does not change, the work will never run and the project will never be completed. For districts with projects funded by the Central Government, it is necessary to focus on evaluating the contractor's capacity. If it is not effective, there must be a replacement plan immediately.

Concluding the conference, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ho Van Muoi emphasized that, first of all, the most important issue is the issue of merging administrative units. In the spirit of direction from the Central and Provincial Party Committees, all units and localities must seriously implement the roadmap.

Regarding the disbursement of public investment capital in general, the three national target programs are currently basically no longer stuck in any mechanism. Therefore, the Provincial People's Committee requests localities and investors to review, otherwise they will be at fault with the people. As for any individuals who have the idea of ​​waiting for the merger to cause work to stagnate or be interrupted, that locality or organization will take full responsibility.

“The Department of Home Affairs and related departments and sectors monitor the working attitude of cadres, civil servants and public employees. If anyone has a lazy or negligent mindset, they must be corrected immediately. For each day in a position, we will fulfill our responsibilities for that day. Because at present, there are basically no problems. Any locality that does poorly will be held responsible for that locality,” Chairman of the Provincial People’s Committee Ho Van Muoi directed.

The Chairman of Dak Nong Provincial People's Committee emphasized that the Gia Nghia - Chon Thanh Expressway Project is ready, making efforts and striving to start construction as soon as possible. Regarding key projects, investors should promote their responsibilities to speed up progress.

The Department of Finance reviews and synthesizes to have a plan to transfer capital and accelerate disbursement. Where our authority is, we must do it. More than ever, at this time, we must share together, share responsibility, and work will flow.

Regarding budget revenue, sectors and localities strengthen coordination mechanisms to increase revenue. The high increase in budget revenue has contributed to the province's GRDP growth.

In the first quarter of 2025, Dak Nong GRDP growth reached 7.7% (plan 7.32%) . State budget revenue was 1,471 billion VND, reaching 52 % of the central estimate, reaching 42 % of the local estimate, up 37 % over the same period last year . The general rate of asphalting and hardening reached 72 % / 74%; the urbanization rate reached 26.2 % / 27%; the rate of households using electricity reached 99%.
