Ho Chi Minh City National University verifies information related to staff appointment

The leaders of Ho Chi Minh City National University are verifying the information reflecting that the Vice Rector of the University of Economics and Law was appointed while participating in management and operations at a private enterprise.

On March 14, 2025, in an interview with the People's Representative Newspaper , Associate Professor, Dr. Vu Hai Quan - Director of Ho Chi Minh City National University said that he was checking the information reflecting that Mr. LVN was appointed as Vice President of the University of Economics and Law (UEL, under Ho Chi Minh City National University) when Mr. N. was participating in the management and operation of a private enterprise, showing signs of violating the Law on Cadres and Civil Servants; Law on Public Employees; Law on Enterprises, Law on Anti-Corruption, etc.

Accordingly, recently there has been information reflecting that Mr. LVN has been Vice Principal of UEL since 2019, while from 2010 until now, Mr. N. has held a senior position at a private enterprise.

Specifically, from 2010 to 2019, Mr. N. was the Dean of the Faculty of Law at UEL and also held the position of Head of the Enterprise Control Board; from 2019 to 2024, Mr. N. was appointed Vice Principal of UEL and also held the position of Head of the Auditing Board at the above company; from 2024 to present, Mr. N. was re-appointed Vice Principal of UEL and still holds the position of Head of the Auditing Support Board at the above company.

Meanwhile, Point b Clause 2 Article 20 of the 2018 Law on Anti-Corruption stipulates: people holding positions and powers in public agencies, organizations and units are not allowed to participate in the management and operation of private enterprises, limited liability companies, joint stock companies, partnerships and cooperatives, except in cases where the law provides otherwise.

Point b, Clause 2, Article 17 of the 2020 Enterprise Law stipulates that cadres, civil servants and public employees under the Law on Cadres, Civil Servants and the Law on Public Employees do not have the right to establish and manage enterprises in Vietnam.

Article 20 of the Law on Cadres and Civil Servants stipulates that cadres and civil servants are not allowed to do work related to production, business, and personnel work as prescribed in the Law on Anti-Corruption, the Law on Practicing Thrift and Combating Wastefulness, and other work as prescribed by law and by competent authorities.

On March 15, 2025, the People's Representative Newspaper reporter contacted Mr. N. to exchange information but has not received a response.

However, according to the public information on the company's website and the information published by the company on the State Securities Commission's Electronic Information Portal, there is a lot of information and images of Mr. N. in his role as a senior manager of the company.

Regarding this incident, the reporter of Dai De Nhan Dan Newspaper also contacted Mr. Hoang Cong Gia Khanh - Principal of UEL School to exchange information but has not received any response.
