The unfinished 8-hectare park in Hai Phong's coastal area is overgrown with weeds.

In early August 2024, at Dam Vuong Park in Hai Son Ward, Do Son District, Hai Phong City, the entire 8-hectare area was deserted. Weeds grew everywhere. The long-abandoned administrative building was covered in moss and mold. The bricks on the road around the lake were peeling.

Locals said that this situation has been going on for many years due to the unfinished project, many items have not been completed. Although there is a great thirst for places to play and exercise, few people choose this place because it is deserted, the infrastructure is degraded and has not been completed.

According to information from Hai Phong City People's Committee, the Dam Vuong Park Project in Hai Son Ward (former Ngoc Hai Ward), Do Son District, was approved in Decision No. 2171/QD/UB dated September 13, 2002 of Hai Phong City People's Committee.

The project has a total investment of nearly 29 billion VND from the central budget revenue left for the locality, a total area of ​​more than 8 hectares, and implementation period from 2002 to 2017. Do Son District People's Committee was assigned as the project investor.

During the project implementation process, due to difficulties and problems related to site clearance, resettlement arrangements for 5 households and difficulties in allocating capital from the central budget revenue left for the locality, the project could not be continued.

On March 4, 2021, Hai Phong City People's Committee issued Official Dispatch No. 1337/UBND-KHDT assigning Hai Phong Department of Finance to preside over and work with Do Son District People's Committee to finalize the project's completed bid packages. On December 2, 2021, Hai Phong Department of Finance issued Decision No. 50/QD-GDSTC approving the finalization of the Dam Vuong Park Project.

"Local people are very upset about the Dam Vuong Park Project being behind schedule and unfinished for many years. At meetings with voters of Hai Phong City People's Council delegates, voters of Hai Son ward in particular and Do Son district in general made recommendations asking Hai Phong City to soon complete the items so that they have places to play and entertain.

After receiving information that the People's Committee of Hai Phong City decided to continue investing in renovating and embellishing Dam Vuong Park from mid-2023, people in Hai Son Ward in particular and Do Son District in general were very excited. However, for more than a year, there has been no "movement", said Mr. Luu Dinh Dung - Chairman of the People's Committee of Hai Son Ward, Do Son District, Hai Phong City.

When will Dam Vuong Park be renovated and renovated?

Faced with the current situation of the Dam Vuong Park Project in Hai Son Ward, Do Son District, which is unfinished, with many degraded items that do not meet the entertainment, recreation, and exercise needs of local people, on July 20, 2023, the People's Committee of Hai Phong City issued Decision No. 2109/QD-UBND on the investment policy of the Dam Vuong Park Renovation and Renovation Project.

Accordingly, the project has a total area of ​​nearly 8.3 hectares, a total investment of more than 68 billion VND, and an implementation period of 2 years 2023 - 2024. Of which, the capital from Hai Phong City budget is nearly 55 billion VND, Do Son district budget is nearly 14 billion VND.

The project to renovate and beautify Dam Vuong Park includes the following main items: Planting trees and grass, renovating walkways, renovating drainage, water supply, lighting systems, adding decorative infrastructure systems as well as auxiliary items.

On May 27, 2023, the People's Committee of Do Son District issued Decision No. 1082/QD-UBND authorizing and assigning the District Construction Investment Project Management Board to represent the investor of the Dam Vuong Park Renovation and Renovation Project.

According to Nguoi Dua Tin 's source, the Do Son District Construction Investment Project Management Board is currently completing procedures to select a contractor to construct the Dam Vuong Park renovation and embellishment project.

In addition, the People's Committee of Do Son district directed the liquidation of the contract with the land leasing unit in the Dam Vuong Park area to build a mini artificial turf football field to facilitate the project implementation, expected to start construction in 2024.
