On August 6, Mr. Vo Nguyen Chuong, Deputy Director of the Department of Natural Resources and Environment of Da Nang City, informed about the problems that caused the progress of the Hoa Lien - Tuy Loan expressway project to fall short of expectations.

The first problem, according to Mr. Chuong, is related to legal documents. Accordingly, the Da Nang City People's Council passed a Resolution to implement this project at the end of 2022, but it was not until early 2024 that the locality began to take over the project documents.

The second is the pressure on progress. Initially, the Government set the deadline for site clearance as September 30, 2024, but then “finalized” it as June 30, 2024.

Third is the Hoa Lien - Tuy Loan expressway with a total length of nearly 11.5km, with 1,216 records and 3,275 graves that need to be cleared. According to Mr. Chuong, this is not a small number, requiring simultaneous site clearance for both the main expressway and the access roads on both sides of the expressway.

Fourth is the lack of resettlement land. According to current statistics, there are 272 residential land records, with a demand for nearly 792 resettlement plots. However, the implementation of projects to resolve resettlement land is still slow.

Fifth, there is no on-site resettlement land source for people in Hoa Son commune.

Sixth, in the past, many projects along the highway had reclaimed land, so it took a lot of time to retrieve old records to ensure objectivity, fairness, and no re-compensation for the reclaimed area.

Seventh, the number of graves that need to be relocated is very large. “This requires consensus from the people. Because graves cannot be forced,” said Mr. Chuong.

According to Mr. Chuong, by June 30, the locality had handed over 1,075/1,216 files, reaching 88.5%; 10.05km/11.47km of land for the expressway project.

"With the handed over site, the contractor (Truong Son Corporation leading the consortium) is guaranteed until the end of 2024," Mr. Chuong informed.
