On August 6, providing information about the clearance and compensation situation for the Hoa Lien-Tuy Loan expressway project, Mr. Vo Nguyen Chuong, Deputy Director of the Department of Natural Resources and Environment of Da Nang, said that this expressway has a total length of nearly 11.5km, with 1,216 records and 3,275 graves that need to be cleared, which is not a small number.

According to Mr. Chuong, no project has been as fast-tracked as the Hoa Lien - Tuy Loan expressway project. The delay in site clearance is due to the "strict" requirements of the Central Government for the city. There are 7 obstacles and difficulties in site clearance for the project. Specifically:

Relevant legal documents as a basis for implementing land acquisition work for GPMB projects are delayed.

Next is the pressure on progress. Initially, the Government set the deadline for site clearance completion before September 30, but then reduced it to 3 months, to June 30.

In addition, the volume of clearance records is very large, both implementing the project and completing the service road with nearly 2,000 records.

According to Mr. Chuong, the biggest difficulty is the lack of land for resettlement. There are about 272 residential land records that need resettlement, with about 792 resettlement plots, but currently there are still many areas without actual land, leading to many difficulties in mobilizing households to clear residential land and households with houses.

On the other hand, Hoa Son commune does not have land for resettlement on-site, while people wish to be resettled on-site for convenience in living and religious beliefs.

Another problem is that there is no database on land acquisition, records are stored in many units, the project requires urgent progress... comparing compensation records is difficult.

In addition, the number of graves affected by the project is 3,275. The volume of graves that need to be relocated is very large, and the consensus of the people must be obtained before the relocation plan can be implemented.

According to the Deputy Director of the Department of Natural Resources and Environment of Da Nang, by June 30, the city had handed over 10.05km/11.47km for the expressway project. With the handed over site, the contractor is guaranteed to complete construction until the end of this year.

As for the records confirming the construction of houses on land that is not residential land, 19 records have been resolved. Up to now, Da Nang is actively implementing the work of site clearance, resettlement and resolving arising issues.

"To speed up the site clearance progress, Hoa Vang district has established three working groups in three communes, Hoa Lien, Hoa Son, and Hoa Nhon. The groups are led by the Chairman and Vice Chairman of the district to directly mobilize people to ensure consensus for early handover of the site," Mr. Chuong shared.

The Hoa Lien - Tuy Loan Expressway Project belongs to the North - South Expressway in the East, invested by the Ho Chi Minh Road Project Management Board, with a length of about 11.5km, passing through 3 communes of Hoa Lien, Hoa Son, Hoa Nhon (Hoa Vang District, Da Nang City). The project started in September 2023 and is expected to be completed in 2025.

The project has a scale of 6 lanes, roadbed width of 29m, but in this phase, it will have a scale of 4 complete lanes, roadbed width of 22m, road surface of 14m; total investment of nearly 2,113 billion VND, of which compensation cost for site clearance and resettlement is over 951 billion VND.

In April 2024, after 8 months of construction, Hoa Vang district handed over nearly 4km/11.5km of land.

Regarding this, on April 17, Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, inspected and urged site clearance work for the project.

The District People's Committee also established 3 working groups, directly present in communes to propagate and mobilize people.
