Difficulty in site clearance

At the Van Thanh Bridge project (Phan Thiet City) in early August 2024, Nguoi Dua Tin recorded that construction units are actively building and accelerating the project's progress to reach the finish line in 2024.

In a quick chat with reporters, Mr. Kieu Ngoc Vu, the engineer in charge of the project's construction, who is supervising the construction, shared that currently, the general contractor on both sides of the bridge in Duc Long and Phu Tai wards has 20 workers working overtime day and night to speed up the progress of the project. The contractor is focusing on mobilizing machinery, and for places where the land is available, they are organizing full construction effort to meet the progress signed with the investor.

According to the Management Board of Investment and Construction Projects of Traffic Works in Binh Thuan Province, regarding compensation and site clearance, the total recovered area is 1.66 hectares, 39 records (34 households and 5 organizations).

Of which, Phu Tai ward has 0.85ha/21 records and Duc Long ward has 0.81ha/18 records. Currently, the authorities have completed the land recovery notice, inventory, and legal review of 39/39 records, reaching 100%.

The People's Committees of the wards have legally reviewed 31/39 files, reaching 79.5% (Phu Tai ward: 13/21 files, reaching 61.9%; Duc Long ward: 18/18 files, reaching 100%). The Compensation Council of Phan Thiet City has approved: 24/39 files, reaching 61.5% (Phu Tai ward: 10/21 files, reaching 47.6%; Duc Long ward: 14/18 files, reaching 77.8%).

Regarding the resettlement plan for the project, the People's Committee of Phan Thiet City has issued a plan on the expected relocation and resettlement of households and individuals. The Phan Thiet City Land Fund Development Center has coordinated with the People's Committees of Duc Long Ward and Phu Tai Ward to complete the posting of the plan.

Talking to reporters, Mr. Nguyen Thanh Hien, Deputy Director of the Management Board of Investment and Construction of Traffic Works in Binh Thuan Province (Project Investor) said: "The Van Thanh Bridge project is a key project of Binh Thuan Province. Regarding the progress as required, it must be completed by December 2024. However, up to this point, it is extremely difficult because compensation has not been paid to households, so the two ends of the bridge are not open. Currently, we have changed the construction method. We will construct the underwater bridge pier position first, so far the progress has reached about 50% of the project".

Speed ​​up progress to reach the finish line by the end of 2024

Regarding the project progress, the contractor is actively constructing underwater and near-shore items (because the approach roads on both sides of the bridge have not been handed over yet). Currently, the project has completed the construction of abutment M2 and piers T4, T5, completed the pile system of pier T3, completed the casting of 114/114 bridge girders, and completed the driving of 44/44 concrete piles.

"From now until the end of the year, we will regularly hold monthly meetings with contractors and urge them to increase equipment, machinery, workers and overtime to make up for the previous months when the site was stuck. We are trying to basically complete the project by the end of December," said Nguyen Thanh Hien, Deputy Director of the Binh Thuan Province Traffic Construction Investment Project Management Board.

Previously, on July 12, the People's Committee of Binh Thuan province issued Notice No. 230/TB-UBND on the conclusion of Vice Chairman of the People's Committee of Binh Thuan province Nguyen Hong Hai at the meeting on disbursement of public investment capital for projects managed by the Board. For the Van Thanh bridge project, compensation and site clearance work is still slow; in which the land price adjustment coefficient to determine specific land prices has not been approved.

Therefore, Vice Chairman of Binh Thuan Provincial People's Committee Nguyen Hong Hai requested Phan Thiet City People's Committee to direct relevant agencies and units to urgently complete compensation and support dossiers and issue compensation approval decisions for all dossiers in July 2024. The completion time for handing over the site to the investor is before August 30, 2024.
