Deploying digital student records helps reduce the pressure of records and books for teachers; helps increase transparency and confidentiality in management work and helps social organizations grasp information objectively, promoting social resources to participate in investing in educational development.
This is a solution to strongly promote the task of administrative reform and digital transformation in the education sector, promote the development of digital society, contribute to the effective implementation of Project 06/QD-TTg dated January 6, 2022 of the Prime Minister, creating determination to implement among forces inside and outside the education sector.
According to the report on the results of the pilot implementation of digital primary school transcripts, as of August 12, 2024, 63/63 Departments of Education and Training have registered and been granted accounts to connect and report digital transcripts (pilot) to the Ministry of Education and Training's Digital Transcript Warehouse (test system).

There are 61 Departments of Education and Training that have registered and approved digital certificates to send digital transcript reports to the Ministry of Education and Training's digital transcript warehouse.
There are 59 Departments of Education and Training that have sent digital report cards to the Ministry of Education and Training's digital report card warehouse with 4,241,906 primary school digital report cards, accounting for 59.47% (out of a total of 7,100,388 primary school report cards from grades 1 to 4 in the 2023-2024 school year).
Schools basically have school management software developed by the Department of Education and Training or provided by software providers; managers and teachers are familiar with school management software operations; the industry database basically has enough information for the process of creating and updating digital student records.

Currently, localities have established a Steering Committee for Digital Transformation and a Steering Committee for piloting digital transcripts; issued detailed plans, assigned specific tasks and actively coordinated with agencies and organizations capable of providing infrastructure services to be ready to implement digital transcripts to ensure technical requirements according to regulations of the Ministry of Education and Training.
The pilot implementation of digital report cards in recent times has shown some difficulties related to communication work, investment in technical infrastructure, the apprehension of some teachers and managers, and the lack of decisive participation of some localities...
At the meeting, advantages, difficulties, progress, techniques, and next steps were discussed in the spirit of correctly assessing the current situation and finding appropriate solutions to effectively pilot the project and move towards mass implementation of digital transcripts.

Appreciating the efforts of the assigned Departments and Bureaus, and localities in actively implementing the digital student report card pilot, the Minister also requested to focus on analyzing the difficulties of localities that have not been able to do it in order to have appropriate solutions.
Regarding the implementation orientation, the Minister requested that the implementation of digital student records for primary and secondary schools must be unified in the same system, without any gaps. This is the construction of a database to serve management and operation, to serve supervision and to implement social services if necessary. That system is connected to national public services and can be used in VNeID.
The Minister also noted to the Departments and Bureaus assigned to pilot the digital transcripts that it is necessary to determine a feasible implementation roadmap, clarify the technical model, review the system of regulatory documents to propose adjustments and supplements if necessary...
