
According to the Government's decision, the National Power System Dispatch Center (A0) was separated from Vietnam Electricity Group (EVN) to establish the National Power System and Electricity Market Operation Company Limited (NSMO), under the State Capital Management Committee.
NSMO is an enterprise in which the State holds 100% of the charter capital, separated from EVN to the State Capital Management Committee within a maximum of 7 working days from August 1. After that, the right to represent State capital ownership at NSMO will be transferred to the Ministry of Industry and Trade for management.
Mr. Ngo Duc Lam - former Deputy Director of the Institute of Energy said that A0's independence from EVN sends a signal of a more transparent, fair and objective electricity market.
A0 is the unit that directly operates the power system. This is A0's most important task; here they have the best, highest-paid electrical experts, whose task is to operate the power system stably, without any electrical incidents.
With such a crucial role, the brains of A0, A1, A2, A3 are all designed with backup, located in two different locations to ensure the highest level of safety. At the same time, A0 has the ability to centrally store main and backup data for all power system operation information over a long period of time.
When transferring A0 to the Ministry of Industry and Trade, the Ministry will prepare all necessary conditions to receive the National Electricity System and Electricity Market Operation Company Limited, including the mechanism to ensure working capital and stable, continuous and effective operation after the transfer.
The Ministry of Industry and Trade is chaired by the Government and coordinates with relevant ministries and branches to issue, within its authority, or submit to competent authorities for issuance, legal documents serving the operation of the National Electricity System and Market Operation Company Limited, ensuring that NSMO operates stably, continuously and effectively.
The National Power System and Electricity Market Operation Company Limited proactively studies, proposes, and forecasts difficulties and problems in the operation process, has specific proposals, and clearly states the authority to amend, supplement, and issue new legal documents and relevant instructions to serve the effective and safe operation of the power system.
Relevant ministries and branches propose and submit to competent authorities mechanisms to support investment capital arrangement for NSMO. Supplement charter capital for the National Electricity System and Electricity Market Operation Company Limited, guarantee or support loan mechanisms for projects implemented by the company, mechanisms for NSMO to access low-interest loans...
The Ministry of Labor, War Invalids and Social Affairs determines the salaries of employees and managers of NSMOs according to the prescribed salary mechanism. In which, NSMOs are temporarily ranked as grade I to serve as the basis for salary classification for managers.
This will be done until the Government issues a decree on labor management, wages, remuneration and bonuses for state-owned enterprises in the spirit of Resolution No. 27 on reforming salary policies for cadres, civil servants, public employees, armed forces and employees in enterprises.
Previously, A0 was established under Decision No. 180 NL/TCCB-LD dated April 11, 1994 of the Ministry of Energy (now the Ministry of Industry and Trade); it is a state-owned enterprise under the Vietnam Electricity Group (EVN).
A0 has member units which are the Northern, Central and Southern Power System Control Centers (A1, A2, A3). Due to its particularly important role, this is where high-quality human resources of the Vietnamese electricity industry are concentrated.
The two main jobs of A0 are to operate the power system and trade the electricity market nationwide.
