Chairman of Hanoi People's Committee Tran Sy Thanh has just issued a document directing units to streamline and shorten processing time for groups of work procedures to achieve the city's GRDP growth target of over 8%.

Specifically, the Chairman of the City People's Committee directed a series of solutions from policies to specific tasks with the goal of: "Ensuring tasks and solutions to support businesses, promote investment, consumption, export and innovation are implemented quickly and synchronously, contributing to achieving the target of GRDP growth of over 8% in 2025".

Specifically, the Chairman of the City People's Committee requested units to focus and promptly resolve work records according to the "green lane" priority mechanism to shorten processing time, ensure no delays, no overdue;

Strengthen decentralization and thoroughly delegate authority to relevant units, minimize intermediate steps, improve the efficiency of administrative procedure settlement, create a favorable environment for investment, production and business according to the direction of the Central Government and the city;

Units need to coordinate closely, proactively review and remove obstacles during the implementation process, and promptly report to the City People's Committee when difficulties arise beyond their authority.

Regarding documents related to investment and infrastructure development, the Chairman of the City People's Committee clearly directed: procedures for planning, investment, site clearance, approval and adjustment of investment policies, licensing, approval, adjustment, project disbursement and bidding documents, land auctions, land allocation, construction permits for large-scale investment projects;

Especially public investment projects, FDI, PPP, key projects, industrial park infrastructure projects, Hoa Lac high-tech park, Hanoi high-tech biological park, industrial clusters, energy development projects, commercial and urban projects, social housing...;

Documents, procedures for customs clearance, international freight transport; specific mechanisms and policies on logistics, warehousing for large-scale exports, supporting export enterprises.

The Chairman of the City People's Committee also directed to prioritize preferential loans and support businesses in key industries (high technology, high added value, etc.);

Documents related to high-quality human resources and innovation, including: Fast licensing for experts and highly skilled workers working in Hanoi; Procedures for approval, licensing, and approval of research and development (R&D) centers, technology startups; Registration of patents, copyrights, international brand development, etc.

For documents related to digital transformation and smart infrastructure development, including: Procedures for developing digital infrastructure, digital transformation, smart cities, e-government; Allowing businesses to invest in big data, artificial intelligence, telecommunications, smart transportation, high-tech transportation, etc.

The Chairman of the City People's Committee requested heads of units to proactively review and streamline procedures for handling records, apply information technology and artificial intelligence to classify records, determine the priority level of the above groups of work content, ensure that the processing time is shortened by at least 60% compared to current regulations, especially projects that can immediately contribute to GRDP in 2025.

Stamp the "green lane" of incoming and outgoing documents to get opinions from competent authorities according to administrative procedures, report to competent authorities... to receive, process, monitor, and control progress to ensure deadline requirements.

Special attention should be paid to important projects: Renovation of the space east of Hoan Kiem Lake and renovation of Dong Kinh - Nghia Thuc Square; Tu Lien Bridge and the approach roads at both ends of the bridge (from the intersection with Nghi Tam Street to the intersection with Truong Sa Street); Tran Hung Dao Bridge; Ngoc Hoi Bridge and the approach roads at both ends of the bridge;

Renovating, upgrading and expanding the roads around West Lake; Renovating, embellishing and replenishing water of To Lich River; Hoa Lac High-Tech Park and investment attraction projects in Hoa Lac High-Tech Park; Hanoi High-Tech Biological Park; Ring Road 4 - Capital Region in the city; Urban Railway Line No. 5, Van Cao - Hoa Lac; requesting Departments, branches and localities to handle immediately within 24 hours from receiving the dossier.

Notably, the Chairman of the City People's Committee directed that, before March 25, 2025, the information on the hotline phone number, website, email, Facebook, Zalo of the unit responsible for receiving and responding to suggestions from organizations and individuals about the delay in processing "green lane" records must be announced within 48 hours of receiving feedback and suggestions according to the functions, tasks or instructions, and forwarded to competent authorities for resolution and response according to regulations.

The Office of the City People's Committee receives and responds to suggestions from organizations and individuals about delays in processing "green lane" records under the authority of the City People's Committee and the Chairman of the City People's Committee within 48 hours of receiving feedback, suggestions or instructions, and forwards them to competent authorities for resolution and response according to regulations...
