DNVN - After more than a year of implementing Resolution No. 98/2023/QH15 of the National Assembly on piloting a number of mechanisms and policies for the development of Ho Chi Minh City (Resolution 98), many projects need large investment capital but the source for immediate allocation has not been identified.
On August 10, Prime Minister Pham Minh Chinh - Head of the Steering Committee for the implementation of Resolution No. 98 and the working delegation worked with Ho Chi Minh City on the results of the city's socio-economic development and the implementation of Resolution 98.
Regarding the implementation of Resolution 98, Minister of Planning and Investment Nguyen Chi Dung stated that Resolution 98 is considered a comprehensive resolution with 44 mechanisms and policies in 7 different areas. The resolution is based on 3 main principles: maximizing resource utilization and maximizing decentralization.
At the same time, it allows the implementation of a number of functions and tasks with shortened processes and procedures. This is considered an effective lever for Ho Chi Minh City to take advantage of opportunities for rapid and sustainable development.
After more than a year since Resolution 98 took effect, the implementation of the resolution has achieved many encouraging results. Ministries and sectors have completed 8/18 tasks. Notably, the issuance of a Decree on piloting decentralization of state management in a number of areas to the Ho Chi Minh City government and the issuance of a Decision to adjust the master plan for the development of Vietnam's seaport system in the 2021-2030 period, with a vision to 2050.

In addition, ministries and branches have been researching and coordinating the implementation of many major projects and tasks such as: developing Can Gio international transit port; international financial center project in Ho Chi Minh City; project to develop Ho Chi Minh City urban railway system; targeted supplement from the central budget to the city budget; investment project to expand Ho Chi Minh City - Long Thanh - Dau Giay expressway; project to expand Ho Chi Minh City - Trung Luong expressway; building regulations on mechanisms and policies to encourage the development of rooftop solar power...
"Resolution 98 has been implemented at a rapid pace and with many mechanisms. Many of these mechanisms and policies have been effective immediately, contributing positively to socio-economic development results," Mr. Dung assessed.
However, according to Mr. Dung, the standing agency of the Steering Committee for the implementation of Resolution 98 also acknowledged that there are still some shortcomings in the implementation of the resolution. Ministries and branches are still slow in coordinating and implementing some tasks; the opinions are unclear, not timely, and not specific.
Some tasks in Resolution 98 are being researched and applied nationwide by ministries and sectors, so more time is needed. For example, the task of developing regulations on mechanisms and policies to encourage the development of rooftop solar power; the project to develop a carbon market in Vietnam; the task of comprehensive research on provinces and cities with poverty lines higher than the national poverty line to propose specific plans and solutions.
In addition, many projects require large investment capital but have not yet identified the capital source to be allocated immediately in the 2021-2025 period, such as: the Ho Chi Minh City - Long Thanh - Dau Giay Expressway expansion investment project; the Ho Chi Minh City - Trung Luong Expressway expansion project; the Ho Chi Minh City urban railway system development project.
In addition, some policies need to be accelerated, such as urgently reviewing urban planning, reviewing land funds, adjusting planning along both sides of the route and surrounding areas around the station and Metro lines 1, 2, and Ring Road 3 to implement the pilot policy of urban development model according to the transport development orientation (TOD)...
Based on the implementation of Resolution No. 98 mentioned above, the Ministry of Planning and Investment - the standing agency of the Steering Committee, recommends that the Prime Minister assign relevant ministries and branches to continue supporting and guiding Ho Chi Minh City to carry out tasks on time, ensuring quality, correct order and procedures.
Assign the Ho Chi Minh City People's Committee to continue perfecting the strategic investor policy, deploying investment financial mechanisms and institutions (local financial investment funds); deploying carbon credit content; piloting the TOD model.
Strive to soon submit to the Prime Minister for approval the research project on the construction of Can Gio international transit port and the project on developing the urban railway system this year.
