New chapter in information and communication cooperation between Vietnam and Korea

From August 1-2, 2024, the working delegation of the Ministry of Information and Communications led by Minister Nguyen Manh Hung worked with ministries, agencies, organizations and a number of Korean enterprises in the field of information and communications.
At the working session with the Minister of Science and ICT of the Republic of Korea Lee Jong-ho, the two sides shared information and discussed strategies and policies for developing digital infrastructure, digital economy, ICT industry, digital innovation in the trend of development and widespread application of artificial intelligence (AI). The two Ministers discussed orientations and priorities to promote cooperation in the coming time, promoting the strengths of each country, supporting and facilitating organizations and enterprises to implement cooperation projects in research, developing new technologies, training high-quality human resources, especially for the semiconductor industry.

Regarding digital government development, at the working session with the Chairman of the Presidential Committee on Digital Government Development (DPG), the two sides shared about national policies and programs on digital transformation and digital government implementation in each country. Within the framework of a specialized Presidential Committee on Digital Government Development, Korea has mobilized the participation of organizations and enterprises in designing, building and implementing digital transformation programs for central and local government agencies, establishing Task Forces to implement specific projects, and promoting the connection of systems and data of agencies. At the working session with the National ICT Industry Promotion Agency (NIPA) of Korea, the delegation heard about the Korean Government's specific support policies and programs for digital technology enterprises and startups, with special priority given to technology development and AI applications.

Regarding the application of AI in digital economic development, the Korean Government has focused on investing in building a National Computing Center to promote AI applications in various fields. The National Information Society Agency of Korea (NIA) shared programs and initiatives to support AI applications and develop digital platforms for ministries, branches and localities in Korea. Regarding information security, at the working session with the Korea Internet and Security Agency (KISA), the two sides shared experiences in organizing and ensuring information security, serving digital transformation, experience in combating online fraud, experience in building a system of information security standards, and security standards for surveillance cameras. During the visit, Minister Nguyen Manh Hung visited and worked with Seoul Cyber ​​University (SCU) and attended the opening ceremony of the Joint Training Office between the Posts and Telecommunications Institute of Technology (PTIT) and SCU. Minister Nguyen Manh Hung highly appreciated the cooperation program between PTIT and SCU, especially in organizing training, operating and producing teaching and learning content according to the modern e-learning digital university model integrating digital technology and AI.

During the working program, the delegation had a working session with Korea Post, sharing management experiences to develop the postal market and compete healthily, digital transformation and improve the efficiency of postal and logistics enterprises. Also during the time in Korea, the Ministry of Information and Communications coordinated with the Ministry of Science and ICT of Korea, the Vietnam Software and Information Technology Services Association (VINASA) and Associations of the two countries to organize the Vietnam - Korea Digital Forum 2024. The program had the participation of representatives of the two ministries, the Vietnamese Ambassador to Korea, ICT associations and technology enterprises of Vietnam and Korea. The Forum is an opportunity for the Vietnamese ICT business community to connect, trade, share needs and seek cooperation opportunities with international partners in the Korean market. At the Forum, Minister Nguyen Manh Hung awarded Certificates of Merit of the Minister to enterprises with many investment and business activities in the Korean market, including FPT, CMC and NTQ.
