On March 12, Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc signed and issued Decision No. 936/QD-UBND on the establishment of a special working group to review and remove difficulties and obstacles for projects, works , and land plots in Ho Chi Minh City.

This Decision takes effect from the date of signing and replaces Decision No. 2215/QD-UBND dated May 31, 2023 on the establishment of a working group to remove difficulties and obstacles for investment projects in Ho Chi Minh City; Decision No. 5324/QD-UBND dated November 21, 2024 on the establishment of a working group to resolve pending projects, stop construction to deploy, complete, and put into use to prevent waste and loss.

According to the newly issued Decision, the special working group has 14 members, with Chairman of the City People's Committee Nguyen Van Duoc as the head.

The working group is tasked with directing and implementing Official Dispatch No. 112/CD-TTg dated November 6, 2024 of the Prime Minister on focusing on resolving backlog projects, stopping construction, urgently implementing, completing, and putting into use to prevent waste and loss.

At the same time, orient the leadership and direct the resolution of difficulties and obstacles for projects, works and land plots in the city to unlock development resources; Monitor, inspect, supervise and evaluate the implementation process; promptly direct the resolution of difficulties and obstacles in accordance with regulations.

Regarding the working mechanism of the working group, the deputy head of the working group directly directs and manages specific work according to the assigned field of responsibility, and has the right to invite Vice Chairmen of the City People's Committee in charge of other related fields to participate in chairing meetings to resolve work.

The Department of Finance is the standing agency, assisting the working group; developing plans, synthesizing, proposing contents that need to be resolved and removed by the working group. The Deputy Chief of Office of the City People's Committee in charge of urban areas directly advises the Standing Committee of the City People's Committee on directing and operating the working group...

Working group members work part-time and use the apparatus and personnel of their agencies and units to perform tasks related to the content of their functions and management fields. Tasks of working group members are assigned by the team leader.

As reported by the Investment Electronic Newspaper - Baodautu.vn , according to the review results, up to now, units have proposed 484 projects and works that need to have difficulties and obstacles removed, including 263 investment projects (group 1); 19 public assets (group 2); 34 assets and projects of state-owned enterprises (group 3); 19 projects related to the inspection, investigation, prosecution, and trial process (group 4); 149 land plots that need to develop plans to put into use (group 5).

Typically, many public-private partnership (PPP) projects are stuck in the middle of construction: the investment project to build the connecting section from Pham Van Dong Street to Go Dua intersection (National Highway 1); the project to build the connecting section from Vo Van Kiet Street to Ho Chi Minh City - Trung Luong Expressway; the parallel road of Ho Chi Minh City - Long Thanh - Dau Giay Expressway (section from An Phu intersection to Ring Road 2)...

The city strives to resolve 50% of project groups under the central government's authority and 100% of project groups under the city and district authority by the end of 2025.
