The visits took place at the invitation of President of the Inter-Parliamentary Union (IPU) Tulia Ackson, Secretary General of the Inter-Parliamentary Union Martin Chungong, Speaker of the Senate of the Uzbekistani Parliament Tanzila Narbaeva, and Speaker of the Armenian Parliament Alen Simonyan.
The official delegation accompanying National Assembly Chairman Tran Thanh Man and his wife included: Vice Chairman of the National Assembly Tran Quang Phuong; Deputy Prime Minister Tran Hong Ha; Secretary General of the National Assembly, Head of the National Assembly Office Le Quang Tung; Chairman of the National Defense, Security and Foreign Affairs Committee Le Tan Toi; Chairman of the Culture and Social Affairs Committee Nguyen Dac Vinh; Chairman of the People's Aspirations and Supervision Committee Duong Thanh Binh; Deputy Secretary of the National Assembly Party Committee Vu Hai Ha; Permanent Deputy Chairman of the Economic and Financial Committee Le Quang Manh; Deputy Minister of National Defense Vo Minh Luong; Deputy Minister of Public Security Tran Quoc To; Vietnamese Ambassador to the Russian Federation, concurrently Armenia and Uzbekistan Dang Minh Khoi; Deputy Minister of Foreign Affairs Le Thi Thu Hang.
Also participating in the delegation were leaders of National Assembly Committees, leaders of ministries, branches and localities.

The participation of the head of the Vietnamese National Assembly in the 150th IPU General Assembly is a vivid demonstration that Vietnam strongly supports multilateralism, attaches importance to the role of the IPU, and continues to affirm that the Vietnamese National Assembly is a proactive, active and responsible member of the IPU. The working trip is the first multilateral foreign activity of the National Assembly Chairman in 2025, aiming to continue implementing Vietnam's consistent foreign policy of independence, self-reliance, multilateralization and diversification of foreign relations for peace, friendship, cooperation and development, proactively and actively integrating comprehensively and extensively into the international community, being a friend, a reliable partner and a responsible member of the international community.
On the bilateral level, the official visit to the Republic of Uzbekistan and the Republic of Armenia by the National Assembly Chairman is the first visit by the head of the Vietnamese legislature to the two countries, and also the highest-level visit by a Vietnamese leader to the two countries since the establishment of diplomatic relations in 1992. The visit therefore has profound political significance, demonstrating Vietnam's respect for the traditional friendship with Uzbekistan and Armenia and its desire to strengthen political trust with the two countries, creating a foundation to promote cooperation in many fields, bringing relations with each country to new heights.
