In his speech, National Assembly Chairman Tran Thanh Man pointed out the advantages of Nam Dinh province. This is a land of outstanding people with a long history and rich cultural identity; has an important strategic position in the Red River Delta, located in the region and the Bac Bo Gulf Economic Belt; has a very favorable location to connect with the capital Hanoi, economic centers and neighboring provinces. Besides, the province has a young, abundant and high-quality human resource; has a long tradition of learning. The road, railway, waterway and seaport traffic network has been invested synchronously, with 14 industrial parks with a total registered capital of about 5 billion USD. This shows that Nam Dinh is on the right track, developing industry, trade, services, tourism and high-quality agriculture. The National Assembly Chairman assessed that since the beginning of the term, Nam Dinh has thoroughly grasped and implemented the Resolution of the 13th National Party Congress, the Resolution of the 20th Provincial Party Congress with many quite comprehensive results. Notably, the province soon completed and exceeded 11/12 targets of the Provincial Party Congress Resolution for the 2020 - 2025 term. In particular, the average annual GRDP growth rate reached 9.2%/year, the State budget revenue reached 10,000 billion VND; new rural construction was a bright spot; the province's multidimensional poverty rate was 1.09%... In particular, attention was paid to the work of Party building and the political system. Although Nam Dinh is a province with a large number of administrative units, it is one of the first three provinces in the country to complete this policy in the 2023 - 2025 period. This result is thanks to the political system's good performance in political and ideological work, personnel arrangement and ensuring implementation conditions. Acknowledging the positive results in implementing socio-economic development tasks in recent times, the National Assembly Chairman also noted a number of limitations that the province needs to pay attention to overcome. That is, the province has not yet applied many achievements of science and technology to production; has not yet produced many key products with high added value; regional linkages are still limited. The capacity of a number of cadres and civil servants is still weak compared to the requirements of tasks in the renovation period...

Regarding the key tasks in the coming time, the National Assembly Chairman suggested that Nam Dinh province continue to effectively implement the Resolution of the 13th National Party Congress, the Resolution of the 20th Provincial Party Congress, review socio-economic targets, ensure national defense and security, build a political system to make a breakthrough; must be decisive, resolute, determined, and determined to have specific products. The province continues to well implement Resolution No. 30 of the Politburo on the development of the Red River Delta region to 2030, with a vision to 2045; strive to accelerate to achieve and exceed socio-economic targets. The National Assembly Chairman requested to thoroughly grasp and well implement Directive No. 35, dated June 14, 2024 of the Politburo "on Party congresses at all levels towards the 14th National Congress of the Party"; Focus on personnel work, because this is the key of the key, must be done substantively, pay attention to training, fostering, planning, and selecting cadres to meet the requirements of tasks in the new situation. The Standing Committee and the Standing Committee of the Provincial Party Committee must set an example in building solidarity; strengthen decentralization along with inspection and supervision, enhance the responsibility of leaders, tighten discipline and public service discipline, uphold the spirit of "dare to think, dare to do, dare to take responsibility", do not push or avoid. The National Assembly Chairman noted that the province should actively implement the Provincial Planning in the direction of "3 dynamic regions, 4 growth poles, 5 economic corridors", striving to become an important development pole of the Red River Delta; effectively implement national target programs, resolutions of the National Assembly and the Government. According to the National Assembly Chairman, many laws have come into effect since July 1, 2024. In particular, the Land Law, the Real Estate Business Law, the Housing Law, and the Law on Credit Institutions have also been adjusted to take effect from August 1, 2024. The National Assembly Chairman requested Nam Dinh province to pay attention to, specify, and fully promulgate detailed regulations within its authority to quickly and effectively implement these laws.

In addition, the province needs to promote improvement of the business investment environment, reform administrative procedures, enhance competitiveness index; apply science, technology, digital transformation, green transformation; speed up disbursement progress of projects using public investment capital.

The National Assembly Chairman requested the province to pay attention to developing a green urban system, smart urban areas, harmonizing urban and rural areas; transforming agricultural production towards large-scale agricultural economic development, associated with protecting natural resources and the environment. Nam Dinh province has completed the goal of building advanced, exemplary new rural areas, urbanizing rural areas, becoming livable countryside areas; maintaining the leading achievements nationwide in education quality; actively implementing the National Assembly's Resolution on increasing salaries for cadres, civil servants, public employees, and armed forces; adjusting salary levels for retired cadres and social allowances, allowances for people with meritorious services effective from July 1, 2024. The National Assembly Chairman also requested the province to continue to innovate and improve the quality of activities of the provincial National Assembly Delegation, of People's Councils at all levels, meetings, and questioning sessions; improve the quality of monitoring activities... According to the report, in recent years, the political and social situation of Nam Dinh province has continued to be stable; the investment environment has been increasingly improved, the socio-economic infrastructure has been strengthened... The Party Committee, government and people in the province have always been united, democratic, consensual and unified in implementing key political tasks. Implementing the Resolution of the 13th National Party Congress and the Resolution of the 20th Provincial Party Congress, term 2020 - 2025, Nam Dinh province has unanimously selected key issues and breakthroughs to issue 6 thematic Resolutions and action plans and programs; at the same time, actively innovating the content and methods of leadership and direction to successfully implement the set goals.
