In his speech, National Assembly Chairman Tran Thanh Man pointed out the advantages and strengths of the province. Dong Nai is located in the Southern key economic region, with a convenient transportation system with many national arterial roads passing through. The province has the 4th largest economy and the 5th largest population in the country; there are many tourist attractions and scenic spots... In particular, the Central Government has issued many important policies and guidelines, especially Resolution No. 24-NQ/TW of the Politburo on socio-economic development, ensuring national defense and security in the Southeast region; 5 resolutions of the National Assembly related to investment policies and implementation of the Long Thanh International Airport project, and important projects in the area.

Implementing the Resolution of the 13th National Party Congress and the Resolution of the 11th Provincial Party Congress, Dong Nai has achieved many remarkable results. The economic structure has shifted strongly towards industrialization, economic sectors have developed, especially the private economy and the economy with foreign investment capital. The province is one of the 5 localities with the largest budget contributions in the country.

In the first 7 months of 2024, the province's economic growth rate (GRDP) increased by 6.8% over the same period in 2023. GRDP per capita reached over 157 million VND. The poverty rate in 2023 was 0.3%, down 0.09% compared to 2022. The province's industrial production index increased by 6.98%; agricultural, forestry and fishery production was stable; trade and service business activities increased by 12.4%. In addition, the province created jobs for about 66,000 workers; 106/120 communes were recognized as meeting advanced new rural standards.

However, some targets have not met the requirements. The National Assembly Chairman said that it is necessary to pay attention to the GRDP growth rate in the remaining months to achieve the set target. In addition, the disbursement of public investment capital has only reached 28.28%, lower than the national average; the National Assembly Chairman requested an analysis to clarify the reasons due to procedures, bidding, resettlement compensation, land recovery or choosing incompetent contractors...

Regarding the key tasks in the coming time, the National Assembly Chairman requested the province to be determined to implement the Resolution of the 13th National Party Congress and the Resolution of the Provincial Party Congress, and to achieve the goals, targets and tasks set out in the Resolution.

At the 7th Session, the 15th National Assembly passed Resolution No. 140 dated June 29, 2024 on the implementation of Resolution No. 43 of the National Assembly and strengthening the effectiveness and efficiency of the implementation of the National Assembly's resolutions on a number of important national projects; including important contents related to the implementation of projects in the province such as: Bien Hoa - Vung Tau Expressway Project Phase 1, Long Thanh International Airport Project Phase 1; construction of resettlement areas... Along with that, the National Assembly also passed the draft Law amending and supplementing a number of articles of the Land Law, the Law on Real Estate Business, the Housing Law, the Law on Credit Institutions, effective from August 1, 2024, 5 months earlier than the old regulations. The National Assembly Chairman requested Dong Nai to promptly deploy and promulgate detailed regulations under its authority, ensuring synchronous, smooth and effective implementation.

In addition, the province continues to promote solutions to strongly improve the business investment environment, reform administrative procedures, improve the province's ranking indexes; apply science, technology, and digital transformation.

The National Assembly Chairman noted that the province should speed up the disbursement of projects using public investment capital; attract investment in the construction of key projects, export processing zones, and industrial parks; and create favorable conditions within the legal framework for enterprises investing in Dong Nai.

At the same time, the province focuses on environmental protection, labor safety and hygiene, harmoniously handling the relationship between employers and employees; speeding up the progress of compensation, resettlement, and land recovery for key national projects and works.

The National Assembly Chairman also suggested that the province strengthen decentralization along with inspection and supervision, enhance the responsibility of leaders, tighten discipline and public service discipline in the political system from the Party, government, Fatherland Front, unions, sectors and levels; continue to strengthen the work of preventing and combating corruption, negativity and waste; pay attention to cultural - sports - tourism, education and health activities; ensure social security and sustainable poverty reduction.

In particular, the province needs to effectively implement the National Assembly's Resolution on salary increase for cadres, civil servants, public employees, and armed forces; adjust salary levels for retired cadres and social allowances, allowances for meritorious people effective from July 1, 2024; and be determined to speed up the progress of building social housing and housing for workers...

In addition, continue to lead innovation, improve the quality of activities of the Provincial National Assembly Delegation, of People's Councils at all levels; improve the quality of reviewing reports, submissions... clearly expressing opinions in the spirit of accompanying the Provincial People's Committee.

The National Assembly Chairman requested Dong Nai to deploy to Party committees, organizations, and Party members in the political system Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo "on Party congresses at all levels towards the 14th National Congress of the Party", preparing for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term...

The National Assembly Chairman believes that, promoting the tradition of solidarity, unity, determination and efforts of the Party Committee, government and people, Dong Nai province will successfully implement the Resolution of the 11th Provincial Party Congress for the 2020-2025 term; socio-economic plan, especially the immediate target for 2024.

According to the report, the Resolution of the 11th Dong Nai Provincial Party Congress (term 2020 - 2025) sets out 16 targets, of which: 1 target exceeds the Resolution target (on new rural construction); 2 targets do not meet the Resolution target (economic growth rate (GRDP) and GRDP per capita) and 13 targets meet the targets set by the Congress Resolution.

Regarding the key tasks in the coming time, Dong Nai province determined to focus on implementing drastically, synchronously, promptly and effectively the tasks and solutions in the programs and plans to implement the resolutions of the National Assembly, the Government and the Provincial Party Committee.

The province promotes credit growth, focusing on production and business sectors, economic growth drivers; drastically disburses public investment capital; speeds up the process of removing difficulties in the supply of construction materials and investment preparation progress.

In addition, speed up the progress of site clearance compensation and resettlement support for key national projects and works (Bien Hoa - Vung Tau Expressway project, Ring Road 3, Ring Road 4, etc.) and key projects of the province; review and remove difficulties, obstacles, and "bottlenecks" in mechanisms and policies to promptly resolve them according to authority or report to competent authorities.
