According to the functional regulations, district, town, provincial city social insurance , centrally-run city social insurance, inter-district social insurance (generally referred to as district-level social insurance) is an agency under the regional social insurance located at the district level, with the function of assisting the Director of the regional social insurance in organizing the implementation of social insurance and health insurance regimes and policies; managing the collection and expenditure of social insurance, unemployment insurance, and health insurance at the district level according to regulations.

Regarding the duties and powers of district-level social insurance: Develop and submit to the Director of the regional social insurance long-term and short-term plans for the development of social insurance, unemployment insurance, occupational accident and disease insurance, health insurance in the area and annual work programs; organize the implementation of plans and programs after approval.

Organize the implementation of tasks according to the decentralization of Vietnam Social Security and regional social security, such as: Issuing social insurance books and health insurance cards to social insurance and health insurance participants; updating, supplementing, and changing information of social insurance, unemployment insurance, and health insurance participants in the management software; managing and using social insurance book blanks and health insurance cards in accordance with regulations.

Identify, exploit, develop, manage participants and beneficiaries of social insurance, unemployment insurance, occupational accident insurance, occupational disease insurance, health insurance. Receive application files and resolve benefits for sickness, maternity; occupational accident, occupational disease; retirement; death; benefits for employees who are not eligible for pension and are not old enough to receive social pension benefits; recuperation after illness, maternity and after treatment for occupational accidents and occupational diseases.

Organize the signing and implementation of health insurance medical examination and treatment contracts with qualified health insurance medical examination and treatment facilities according to current law provisions and decentralized management; organize the implementation of health insurance appraisal, implement measures to control health insurance medical examination and treatment costs and settle health insurance medical examination and treatment costs with health insurance medical examination and treatment facilities that are decentralized to sign health insurance medical examination and treatment contracts according to regulations; directly pay health insurance medical examination and treatment costs for people with health insurance cards; protect the rights of health insurance participants and prevent abuse and profiteering of health insurance regimes.
