Chairman of Ho Chi Minh City People's Committee Phan Van Mai has just assigned the Chairmen of the People's Committees of the districts with administrative units planned to be rearranged (District 3, District 4, District 5, District 6, District 8, District 10, District 11, Binh Thanh District, Go Vap District and Phu Nhuan District) to urgently review and develop plans to arrange and rearrange redundant staff and civil servants when implementing the Project to rearrange administrative units.
Ho Chi Minh City reviews and arranges redundant cadres and civil servants when implementing the administrative unit arrangement project.
Plan for arrangement and rearrangement in the direction of prioritizing mobilization and rotation from surplus areas to areas with shortages, departments, offices and units under the management of the district that still have staff but have not recruited enough according to the assigned number; ensuring effective promotion of on-site resources.
At the same time, encourage coordination between districts, Thu Duc City with departments, branches and sectors to develop an effective and suitable arrangement plan, minimizing the number of surpluses and reducing the need for new recruitment.
After completing the review and arrangement of surplus cadres and civil servants, if there is still a need to recruit civil servants, a summary report will be submitted to the Ho Chi Minh City People's Committee (through the Department of Home Affairs) before August 31, 2024.
The Chairman of the Ho Chi Minh City People's Committee also assigned the Heads of departments, branches, and sectors, the Chairman of the Thu Duc City People's Committee and the remaining districts to coordinate with districts with administrative units to develop and implement a plan to receive surplus civil servants (if needed) for those with qualifications and capacity suitable for the vacant positions.
Units review and register their civil servant recruitment needs in 2024 (after developing a plan to receive surplus civil servants) and send it to the Department of Home Affairs for synthesis, submit it to the City People's Committee for consideration, and organize civil servant recruitment exams according to regulations.
As for the Department of Home Affairs, the Chairman of the Ho Chi Minh City People's Committee assigned the Department to proactively discuss with the Ministry of Home Affairs on implementing the recruitment of civil servants according to the regulations on input quality assessment under Decree 06/2023 of the Government.
In case there is no guidance, the Ho Chi Minh City People's Committee will agree with the Ministry of Home Affairs to allow the city to continue recruiting civil servants according to current regulations (without applying input quality assessment) to meet the urgent requirements of recruiting and arranging civil servants for the city.
The Department of Home Affairs is also assigned to preside over and coordinate with departments, branches, sectors, and People's Committees of districts and towns to recruit civil servants and public employees from excellent university graduates and young scientists according to Decree 140/2017 of the Government.
After the recruitment results are available, the Department of Home Affairs will continue to coordinate with departments, branches, sectors, and People's Committees of districts to review and synthesize recruitment needs and propose to the People's Committee of Ho Chi Minh City to issue the 2024 civil servant recruitment plan in the fourth quarter of 2024 to ensure efficiency, quality, publicity, and transparency in accordance with regulations.
