At the closing session of the 5th Plenum of the 13th Central Committee, General Secretary Nguyen Phu Trong delivered a keynote address, which is reprinted in the book "Promoting the Tradition of National Unity, Building Our Country to Be Increasingly Prosperous, Civilized, and Happy," with the title "Developing Agriculture and Rural Areas, Improving the Lives of Farmers is the Responsibility of the Entire Party and the Entire People, and a Central Task of the Entire Political System."
Building upon the achievements of the Central Committee's Resolution No. 7 of the 10th Party Congress; achieving a unified understanding and thoroughly grasping the Central Committee's guiding principles and ideas, the General Secretary affirmed that farmers are the subjects and the center of the agricultural development process. Agricultural and rural development must aim at comprehensively improving the material and spiritual lives of farmers and rural people; the interests of the people are the highest goal.
In implementing the Central Committee's Resolution and the directives of General Secretary Nguyen Phu Trong, Bac Giang province and Tan Yen district have both issued guiding documents on the development of agriculture, farmers, and rural areas until 2030, with a vision to 2045. Accordingly, communes and towns have developed specialized resolutions and implementation plans that are appropriate to their local realities.
For a predominantly agricultural area like Lien Chung commune, the local authorities have identified agricultural development as a central and ongoing task. The goal is to build an efficient and sustainable agricultural system based on ecological principles, applying advanced science and technology, improving quality, and increasing the value of agricultural products. Alongside leveraging the strengths of its many traditional crops, the Party committee and government are promoting and supporting people in renovating unproductive gardens and planting high-value crops such as Danh Mountain ginseng, bamboo shoots, and lotus; strengthening the application of science and technology, production processes according to VietGAP and organic standards, and sustainable intensive farming methods; and strictly managing the codes of fruit, vegetable, and medicinal plant growing areas, especially those with export potential such as Danh Mountain ginseng, onions, and garlic.
Leveraging its agricultural advantages and historical and cultural sites, Lien Chung commune is developing a model of rural services, community tourism, and ecotourism, connecting with the Danh Mountain Spiritual and Ecological Tourism Area and other historical sites in the surrounding region.
Over the past three years, Lien Chung commune has developed more than 50 hectares of ginseng from Danh Mountain, established one company and six cooperatives for the production and consumption of ginseng products. Three products have been recognized as OCOP products: ginseng flower bud tea; Lien Chung grilled spring rolls (4-star rating); and Lien Chung fermented soybean paste (3-star rating). The commune's People's Committee is currently finalizing the application for recognition of five more OCOP products in 2024. Focusing on guiding farmers to effectively utilize trademarks and geographical indications contributes to increasing the value of some key and distinctive products; supporting investment in the construction of facilities for preliminary processing, packaging, and processing of products, as well as a system of warehouses for storing agricultural products, meets the technical requirements of export businesses.
From the right direction to the concerted efforts of the entire political system and the people, a trend of wealth creation has been fostered in the homeland. Many families have stable incomes ranging from tens of millions of dong to nearly one billion dong per year. In addition, the commune Party Committee has directed the synchronized implementation of solutions to develop the rural economy in conjunction with building new rural areas towards ecological agriculture, modern rural areas, and civilized farmers. The policies, once put into practice, have created many local jobs, increased income for rural residents; attracted highly skilled labor back to their hometowns; invested in the development of transportation infrastructure, schools, and cultural facilities; and implemented policies to attract and encourage service businesses to invest in rural areas.
Leveraging its agricultural advantages and historical and cultural sites, Lien Chung commune is developing a model of rural services, community tourism, and ecotourism, connecting with the Danh Mountain Spiritual and Ecological Tourism Area and neighboring historical sites; combining this with the introduction, promotion, and consumption of distinctive agricultural products. This will be an effective approach, contributing to the realization of the goal by 2030: building a commodity-based, comprehensively and sustainably developed agricultural sector; civilized farmers and rural residents with higher levels of education and material and spiritual life, mastering the process of agricultural and rural development; and building a new rural area with a synchronous and modern socio-economic infrastructure, a safe and healthy living environment, and rich national cultural identity.
