At the closing session of the 5th Central Conference of the 13th tenure, General Secretary Nguyen Phu Trong gave a speech, which was republished in the book Promoting the tradition of great national unity, building our country to become increasingly rich, civilized, and happy, with the title "Developing agriculture and rural areas, improving farmers' lives is the responsibility of the entire Party and people, and is the central task of the entire political system".

On the basis of inheriting the results of implementing the Resolution of the 10th Central Committee, reaching a consensus on the understanding and fully and deeply grasping the Central Committee's viewpoints and guiding thoughts, the General Secretary affirmed that farmers are the subject and the center of the agricultural development process. Agricultural and rural development must aim at comprehensively improving the material and spiritual life of farmers and rural people; taking the interests of the people as the highest goal.

Implementing the Central Resolution and the direction of General Secretary Nguyen Phu Trong, Bac Giang province and Tan Yen district have both issued directive documents on agricultural, farmer and rural development to 2030, with a vision to 2045. Accordingly, communes and towns develop specialized resolutions and implementation plans suitable to local realities.

For purely agricultural areas such as Lien Chung commune, the locality identifies agricultural development as a key and continuous task. The goal is to build an effective and sustainable agriculture in an ecological direction, applying advanced science and technology, improving quality, and increasing the value of agricultural products. Along with promoting the strengths of many traditional crops, the Party Committee and the government propagate and mobilize, support people to renovate mixed gardens, plant trees with high economic value such as Danh mountain ginseng, bamboo shoots, lotus; increase the application of science and technology, production processes according to VietGAP standards, organic, sustainable intensive farming measures; strictly manage the codes of fruit tree, vegetable, medicinal plant growing areas, especially crops with export potential such as Danh mountain ginseng, onions, garlic, etc.

After three years of implementation, Lien Chung commune has developed more than 50 hectares of Danh mountain ginseng, established a company and six cooperatives to produce and consume ginseng products. There are three products recognized as meeting OCOP standards: ginseng flower bud tea; Lien Chung grilled spring rolls meeting 4-star standards; Lien Chung country sauce meeting 3-star standards. The People's Committee of the commune is completing the dossier to request recognition of five more OCOP products in 2024. Attention to instructing farmers to effectively use trademarks and geographical indications contributes to increasing the value of some key and typical products; supporting investment in building facilities for preliminary processing, packaging, processing products and warehouse systems for preserving agricultural products, meeting the technical requirements of export enterprises.

From the right orientation to the efforts of the entire political system and the people, the trend of getting rich on the homeland has been promoted. Many families have a stable income from several tens of millions of VND to nearly one billion VND per year. In addition, the Commune Party Committee has directed the synchronous implementation of solutions to develop the rural economy in association with building new rural areas in the direction of ecological agriculture, modern rural areas and civilized farmers. The policy has created many jobs on the spot, increased income for rural residents; attracted highly qualified workers to return to their hometowns to work; invested in developing transport infrastructure, schools and cultural facilities; had policies to attract and encourage service enterprises to invest in rural areas.

Promoting the advantages of agriculture and historical and cultural relics in the area, Lien Chung commune is forming a model of rural services, community tourism, and eco-tourism connecting with Danh Mountain Spiritual and Ecological Tourism Area and neighboring historical relics; combining the introduction, promotion, and consumption of typical agricultural products. This will be an effective direction, contributing to realizing the goal by 2030: Building a commodity agriculture, comprehensive and sustainable development; civilized farmers and rural residents, with increasingly high standards of material and spiritual life, mastering the process of agricultural and rural development; building new rural areas with synchronous and modern socio-economic infrastructure, safe and healthy living environment, rich in national cultural identity.
