The Department of Home Affairs has clearly identified the number of documents assigned to preside over, the authority to issue, the deadline for completing the draft, the deadline for submitting to the competent authority for approval and promulgation; the number of documents assigned for coordination and specific assignments to the leaders of the Department and specialized departments and offices for implementation advice.

Specifically, the Department of Home Affairs was assigned to take the lead in advising on the drafting of 12 documents and coordinate the drafting of 1 document implementing the Law on the Capital... To organize the implementation, the Department of Home Affairs established 3 editorial teams to draft documents implementing the Law according to the following groups of fields: Editorial team on the field of Organization and apparatus; Editorial team on the field of staffing and Editorial team on the field of policies, emulation and rewards.

According to Deputy Director of the Department of Construction Luyen Van Phuong, the Department has thoroughly informed all leaders of specialized departments, units, all civil servants and public employees, and at the same time issued a plan to implement the Capital Law. The City People's Committee assigned the Department to preside over the implementation of 9 tasks detailing the articles and clauses of the Capital Law; 3 tasks of developing Programs, Projects, Lists, and individual documents. Director of Hanoi Department of Planning and Architecture Nguyen Trong Ky Anh said that currently, the Department of Planning and Architecture has issued a plan to implement the development of documents and projects detailing the Law on the Capital and other related contents, which the Department is assigned to implement.

According to the report of the Hanoi Department of Culture and Sports, the Department has proactively developed a draft Plan for implementing the Capital Law and an appendix assigning detailed tasks, with the aim of organizing the implementation of the Law, ensuring timeliness, synchronization, unity, effectiveness and efficiency. At the same time, it determines the work contents, completion deadlines and responsibilities of relevant departments and units in organizing the implementation of the law.

Deputy Head of the Hoa Lac High-Tech Park Management Board Le Thanh Son said that regarding the tasks, the Hoa Lac High-Tech Park Management Board was assigned to preside over the implementation of 5 tasks and coordinate the implementation of 4 tasks. Early implementation of the Capital Law into practice

Appreciating the proactive and responsible spirit of departments, branches and units in implementing the Capital Law, Permanent Vice Chairman of the City People's Committee Le Hong Son requested departments, branches and units to urgently review the contents of tasks within the functions, duties and powers of the units to implement related contents to ensure progress and efficiency.

At the same time, review legal documents related to the field that the unit is implementing or may adjust in the coming time and send them to the Department of Justice for overall synthesis and review of documents for adjustment. After making adjustments, the legal documents must be systematized for easy reference.

Emphasizing that state management must propose, advise, and implement policies, Permanent Vice Chairman of the City People's Committee Le Hong Son suggested that for coordination contents, the leading unit must be clearly identified; at the same time, the document drafting process must be strict. In case ministries coordinate with departments and branches, the leaders of the City People's Committee will chair the meeting together, because this is the responsibility of the City People's Committee.

Commenting on the tasks in the field of internal affairs in the Capital Law, Permanent Vice Chairman of the Hanoi People's Committee Le Hong Son emphasized 3 requirements that need to be included, including: First, building a policy to attract talent with accompanying remuneration; second, reviewing all the People's Council Resolutions issued on decentralization and authorization; third, emulation and reward work for cadres, civil servants and public employees.

Regarding the task groups to implement the Capital Law in the field of culture and sports as well as in Hoan Kiem district, Permanent Vice Chairman of the City People's Committee Le Hong Son emphasized the requirement to propagate and disseminate the content of the Capital Law 2024 uniformly across all units; review each field to determine the tasks of developing detailed legal documents.
