According to the functions, tasks, powers and organizational structure of the Ministry of Construction in Decree No. 33/2025/ND-CP of the Government, the Ministry of Construction will manage 13 affiliated enterprises.

Of which, there are 8 enterprises in which the State holds 100% of the charter capital, including: Vietnam Cement Corporation; Housing and Urban Development Investment Corporation; Shipbuilding Industry Corporation (SBIC); Vietnam Air Traffic Management Corporation; Vietnam Maritime Safety Assurance Corporation; Vietnam Maritime Electronic Information Company; Transport Publishing House Company Limited; Da Nang Automobile Mechanical and Electrical Equipment Company.

Five enterprises with State capital contributed by the Ministry of Construction as the owner representative include: Vietnam Machinery Installation Corporation - JSC (state capital 97.88%); Hanoi Construction Corporation - JSC (state capital 98.83%); Viglacera Corporation - JSC (state capital 38.58%); Construction Mechanical Corporation - JSC (state capital 98.76%); Waterway Construction Corporation - JSC (state capital 36.62%).
