Minister of Natural Resources and Environment Do Duc Duy works with leaders of Yen Bai province on overcoming the consequences of storm No. 3.

Co-chairing the meeting was comrade Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

Attending the meeting were comrade Ta Van Long - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, comrades in the Standing Committee of the Provincial Party Committee, Standing Committee of the Provincial People's Council, Provincial People's Committee; leaders of a number of provincial departments and branches.

At the meeting, representatives of functional agencies and units quickly reported on the damage situation as well as the work to overcome the consequences of storm No. 3. Accordingly, to cope with storm No. 3 and the storm's circulation, Yen Bai province has proactively deployed many important urgent solutions suitable to the actual conditions of the locality. The province has also established many working groups to inspect and direct timely support plans for localities and key areas.

As of 5 p.m. on September 10, the province had 40 dead and missing people, of whom 36 died due to landslides. Of these, 20 were in Yen Bai city, 10 in Luc Yen district, 4 in Van Yen, 1 in Tran Yen, and 1 in Van Chan. Over 22,000 houses in the province were damaged; over 1,700 houses had to be evacuated to ensure safety.

Nearly 18,700 houses were flooded in the whole province, including over 12,000 houses in Yen Bai city, nearly 4,000 houses in Tran Yen district, and over 1,000 houses in Luc Yen and Van Yen districts.

In the agricultural sector, over 4,000 hectares of crops were damaged and affected; nearly 2,000 livestock and poultry died, over 100 hectares of fish ponds were broken and washed away, and a number of sturgeon farms were affected.

Regarding traffic infrastructure on provincial roads: Landslides on positive slopes occurred in 96 locations, many flooded areas caused traffic jams, and motor vehicles could not move. Many public works, medical facilities, and schools were isolated. In addition, there were many damages to electricity and communication with over 100 BTS stations affected and lost contact, which has now been basically restored... Estimated damage is about 195 billion VND.

Speaking at the meeting, Mr. Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed: As soon as storm No. 3 occurred in Yen Bai province, many solutions were focused, especially directing localities to have appropriate and practical plans to overcome the consequences and support people to limit the damage caused by the storm. The Provincial People's Committee is developing specific plans to optimally overcome the damage caused by the storm; continue to direct localities to review the damage so that support and rescue work is close to reality.

Concluding the meeting, Minister of Natural Resources and Environment Do Duc Duy highly appreciated the disaster response work of the entire political system. Yen Bai province has proactively and actively participated in the work, with many creative ways. Despite the heavy damage, it has minimized losses; directed the rescue work well, many professional forces participated in the rescue, demonstrating professionalism and timely support for the people. Good propaganda work has created a good social effect, many relief groups across the country have joined in to support and help the people of Yen Bai.

However, there are still many problems such as: the arrangement of boats to transport patients to medical facilities is still lacking, not quickly meeting the needs of the people, the arrangement of traffic flow is not creative, the transportation industry has not actively participated in reasonable traffic flow.

Minister of Natural Resources and Environment Do Duc Duy delivered a concluding speech at the meeting.

The Minister emphasized that on September 11, the province needs to expand the recovery and support area to Tran Yen and Luc Yen districts; some unfinished tasks must be implemented immediately, and the province must promptly learn from past tasks that have not been done well and do them more professionally and systematically. He also requested that the province be determined to do a good job in search and rescue for those who are still missing and trapped.

Continue to do a good job of evacuating people to safe places. Pay special attention to social security support, focusing on families with deceased, injured, isolated people and providing logistical support to households facing difficulties.

Comrade Do Duc Duy noted that Yen Bai province must pay special attention to infrastructure restoration, do a good job of damage statistics, and have statistics for each specific field for close monitoring. Arrange reasonable working groups of the province to go to the grassroots to direct support in overcoming the consequences of natural disasters; continue to review landslide sites and pay immediate attention to reviewing and arranging reasonable resettlement land funds for people in damaged areas.

In particular, for Yen Bai city, pay attention to landslides and where the water recedes, there must be a plan to handle, clean up the environment, and provide clean water for the people. The electricity sector must prioritize providing electricity to the Provincial General Hospital on the morning of September 11 and have a plan to provide electricity to Tran Yen district and Yen Bai city, where the water recedes, there must be electricity.

Minister Do Duc Duy requested that the agricultural sector should pay attention to inspecting landslide sites, surveying clean water issues, reviewing irrigation works to have an early plan to restore agricultural production. The health sector should pay attention to having an optimal plan to do a good job of medical examination and treatment for the people. The transport sector should pay attention to surveying and traffic diversion, from September 11, ensuring smooth traffic to localities; reasonably allocating boats and generators to localities that are still lacking, and safely operating watercraft.

Minister Do Duc Duy asked the Standing Committee of Yen Bai Provincial Party Committee to inspect the work of overcoming consequences and visit and encourage families affected by natural disasters.

Specialized agencies need to do a good job of grasping the thoughts and aspirations of the people and public opinion, and have general direction to support central and local press agencies to work effectively...
