"In case it is not possible to recruit enough teachers according to the quota, solutions to recruit contract teachers according to Decree No. 111 of the Government will be implemented to implement the policy of "having students, there must be teachers in the classroom" in accordance with the actual situation in the locality", the Ministry of Education and Training emphasized.

The Ministry of Education and Training also requested localities to properly implement regulations on revenue and expenditure management and publicize revenues from the beginning of the school year.
Localities continue to develop and implement plans to support students from poor households, near-poor households, disadvantaged households, disadvantaged students, remote areas, isolated areas, and ethnic minorities, with sufficient textbooks, school supplies, and other essential conditions. No student is allowed to go to school due to difficult circumstances.
According to statistics from the Ministry of Education and Training, in the 2024-2025 school year, the number of students nationwide will continue to increase, with preschools increasing by 2,327 classes and secondary schools increasing by 7,150 classes. This will cause the shortage of teachers to continue.
In the 2023-2024 school year, the country will recruit more than 19,000 teachers, bringing the total number of teachers nationwide to 1.25 million, including nearly 49,000 contract teachers.
Compared to the 2022-2023 school year, the number of teachers at all levels of preschool and general education increased by 17,253 teachers. However, the number of students is constantly increasing, leading to an increase in the number of classes, leading to a shortage of teachers in most localities.
To overcome the shortage of teachers, the Ministry of Education and Training and localities will continue to implement solutions to improve the system of policies and laws on treatment, recruitment, use and honoring of teachers. At the same time, increase the recruitment of the number of teachers who have been granted; implement reasonable decentralization of management, increase the autonomy of the facilities to recruit, use and develop the teaching staff effectively, sustainably and with quality.
