In the guidance for implementing tasks for the 2024-2025 school year at the primary level, the Ministry of Education and Training requires localities to review, rearrange, and reorganize primary education facilities according to the guidance of the Ministry of Education and Training.

The Ministry of Education and Training warns localities not to establish inter-level preschool and primary schools.
Accordingly, it is necessary to ensure that primary education is compulsory according to the provisions of the 2019 Education Law and that there is fairness in access to education, in a way that facilitates students' learning, associated with conditions that ensure quality, and meets the requirements of educational innovation according to the general education program.
Overcome the situation of many separate schools, small-scale schools, schools with class sizes and number of students per class exceeding regulations; organize a preliminary review and evaluation of the implementation of the arrangement and reorganization of local primary education facilities.
The Ministry of Education and Training also noted: "When planning and merging schools and classes, priority should be given to merging small-scale primary schools together to ensure compliance with the regulations of the Primary School Charter; it is possible to arrange school locations to create favorable conditions for learners (it is possible to establish inter-commune and inter-ward primary schools) and not to establish inter-preschool and primary school schools."
For primary and secondary schools, the Ministry of Education and Training requires ensuring the standards of facilities for general schools with many levels of education, with special attention paid to the classroom block, the auxiliary block needs to be arranged into separate areas for each level of education and the playground, training ground, and sports area needs to be arranged with appropriate exercise tools and equipment for each level of education.
Ensure regulations on subject classrooms of general education institutions, in which subject classrooms need to be arranged separately for each level of education, except for subject classrooms that can be used together for a number of subjects to ensure that they meet requirements on content, methods and forms of teaching organization.
Previously, the Ministry of Education and Training assessed that after more than 6 years of implementing the arrangement and reorganization of educational institutions, many small-scale schools and schools at preschool and general education levels were arranged and reorganized to suit the needs and actual conditions of each unit and locality, associated with improving the quality of education.
However, in the implementation process, in some localities there are still difficulties and shortcomings, leading to unsynchronized and inappropriate implementation, affecting the quality of education.
Therefore, in Official Dispatch No. 826/BGDĐT-CSVC dated February 29, 2024 on instructions for implementing the arrangement and reorganization of preschool, general and continuing education facilities, one of the requirements set forth by the Ministry of Education and Training is: "Do not merge preschools with general education facilities; do not merge continuing education centers with general schools in the area".
According to the Ministry of Education and Training, the merger to form schools with multiple levels of education must have separate areas for each level of education to ensure specificity (in terms of class time, teaching organization, etc.) and avoid affecting the teaching and learning activities of each level.

According to statistics, the country currently has 38,260 public preschool, primary, secondary and high schools. These include: 12,947 preschools, 12,024 primary schools, 8,844 secondary schools, 2,263 high schools and 2,182 general schools with many levels of education. [
