On August 13, Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, said that 2025 is the first year that the high school graduation exam will be organized according to the 2018 General Education Program, the number of subjects and the format of the exam structure will have major changes in the direction of assessing capacity.

Therefore, according to Mr. Thuong, preparation work needs to be deployed early, remotely, requiring time for testing and thorough training; at the same time, promoting the application of information technology more effectively in many stages of the exam.

The Ministry of Education and Training has announced the exam plan from 2025, issued directives and instructions for implementation; developed and announced the exam format structure (according to Decision No. 764 issued on March 8) as a basis for Departments of Education and Training and educational institutions to organize teaching and review for students.

The Ministry of Education and Training also established a drafting committee and editorial team to issue regulations on high school graduation exams to be applied from 2025.

Deputy Minister Thuong also informed about changes in the exam development process. Accordingly, the Ministry of Education and Training has also built an open library and question bank. Source questions are contributed from all resources in the industry, creating an open library. From this open library, the Ministry of Education and Training invites experts to select and create exam questions. The exam questions will be tested widely in localities.

In addition, the Ministry of Education and Training has also proactively reviewed software systems to serve the organization of high school graduation exams from 2025.

"In the coming time, the Ministry of Education and Training will continue to review and issue a system of legal documents for localities to proactively implement. In particular, it will soon issue regulations on high school graduation exams from 2025; soon announce sample exam questions so that localities, teachers and students can prepare for the exam," said Mr. Thuong.

According to the Deputy Minister of Education and Training, for the 2024-2025 school year, for the first time, the school year schedule framework includes the expected time to organize the 2025 high school graduation exam (June 26 and 27, 2025 - PV ) for localities and schools to proactively conduct teaching and learning activities as well as other plans.

Previously, in the directive document on testing and assessment for secondary schools, the Ministry of Education and Training requested to strengthen the construction of question banks and test matrices according to the requirements of the subject program; prepare 9th grade students to get acquainted with the orientation of the entrance exam for grade 10, and 12th grade students to get acquainted with the orientation of the high school graduation exam.

Notably, the document of the Ministry of Education and Training stated: "For the subject of literature, avoid using texts and excerpts that have been learned in textbooks as test materials to assess reading comprehension and writing skills in periodic tests to overcome the situation where students only memorize lessons or copy content from available documents."

Teachers also support not using textbooks in the literature graduation exam from 2025 and believe that this is an inevitable way to eliminate the situation of teaching and learning according to model texts, but when our reading culture is not high, the structure and format of the exam really need a suitable roadmap, ensuring the appropriateness, integration, inheritance, continuity of thinking..., both reducing pressure on students and increasing scientificity, creating organic connections between elements in an entire exam.
