Talking to reporters, Ms. TMH (46 years old) - a female lecturer at Ha Tinh University, expressed her indignation at the school's regulations.

Ms. MH is one of 9 lecturers at Ha Tinh University who are eligible to study for a doctorate in 2023 and were classified by the school as not completing their duties because they did not sign a commitment to study for a doctorate.

Ms. MH said that 22 years ago, she graduated from university with honors, then went on to study for a master's degree. Holding a "first-class" degree and returning to Ha Tinh under the talent attraction program, Ms. MH could have chosen any school in the area to teach, but the new graduate chose to stay at Ha Tinh University.

Over the years, Ms. MH has made many contributions to the teaching process at the school, but on June 27, Ha Tinh University issued a decision on evaluating and classifying the quality of units, civil servants and contract workers for the 2023-2024 school year, Ms. MH was considered to be "not completing her duties".

Giving the reason for not registering for a PhD, Ms. MH said that she teaches high school students, and rarely teaches university students, mainly teaching Lao students.

"I don't think it's necessary to study for a PhD. I'm over the age limit, and I have no future after finishing school. Last year, I contributed a lot to Ha Tinh University. I taught Lao students and grade 12 students at the same time and had two articles published in indexed journals. I taught about 500 extra hours but was still classified as not completing my assignment, so I was very sad," Ms. MH shared.

It is known that Ms. MH is a lecturer at the Vietnamese Language Department. Later, Ha Tinh University opened a high school and she came here to teach.

"I am the first Literature teacher at Ha Tinh University High School. I have taught high school for 8 years and 6 consecutive years teaching Literature to 12th graders," said Ms. MH.

Also according to female lecturer MH, in 2015, Ha Tinh University issued Decision No. 556/QD-TĐHHT, dated May 28, 2015 on training and fostering civil servants.

According to this decision, all school staff (men under 50, women under 45) are eligible for training. Meanwhile, Ms. MH is now 46 years old (past the age limit for doctoral studies according to the school's decision).

“According to Decision 556 of Ha Tinh University, only female lecturers under 45 years old are eligible to study for a doctorate, but the school is no longer applying Decision 556 and is still requiring lecturers to study even after reaching the age limit.

Last year, I was still a few months away from being old enough to go to school. Since March this year, I have been old enough to go to doctoral studies (I am 46 years old - PV) but the school has assigned me to not complete my duties. Meanwhile, I have been attached to and contributed a lot to the school. I feel very indignant,” said Ms. MH.

Faced with being classified as not completing her duties, this female lecturer submitted a resignation letter and applied to teach at a local private school.

“I submitted my resignation letter more than 18 days ago but Ha Tinh University has not responded yet. I have applied to teach at another school. I have to resign because this year I have been classified as not completing my tasks. If I do not continue my doctoral studies next year, it will be two consecutive years of being classified as not completing my tasks and I will be transferred to another position, or have my staff reduced, or be fired. I have to find a way to free myself, otherwise I will face school discipline,” Ms. MH said at the end of July.

Regarding the fact that lecturers who mainly teach high school but are still required to study for a doctorate, speaking with VietNamNet reporters, a representative of Ha Tinh University explained: "For lecturers who are civil servants who are included in the training plan to study for a doctorate, currently teaching university students and being assigned to teach high schools, they still follow the school's regulations."

Informing VietNamNet on August 6, the leader of Ha Tinh University added: Ms. MH has been teaching at the school for more than 20 years. Before coming to the school, Ms. MH had a university degree with honors and a master's degree. After Ms. MH submitted her resignation, the university met with her to discuss the matter. The school is currently proposing that she be transferred to teaching general education, not teaching students. If she teaches general education, Ms. MH will no longer have to go to study for a doctorate. Ms. MH is thinking more about this proposal from the school.
