On August 5, a source from Tuoi Tre Online reported that Binh Duong General Hospital (also known as the "512-bed hospital") had paid a fine of VND370 million for environmental violations, according to the decision of the Chief Inspector of the Ministry of Natural Resources and Environment .
This is the result of the Inspectorate of the Ministry of Natural Resources and Environment inspecting the compliance with the law on environmental protection and water resources at a number of medical facilities in Binh Duong and Ho Chi Minh City.
The Chief Inspector of the Ministry of Natural Resources and Environment recommended that the People's Committee of Binh Duong province direct the Department of Natural Resources and Environment to closely monitor the activities of the Provincial General Hospital. Guide the hospital to carry out procedures according to regulations in the process of overcoming existing problems.
According to the inspection results, in addition to the good aspects, Binh Duong General Hospital did not properly implement one of the contents of the environmental impact assessment report. Specifically, the rainwater and wastewater collection and drainage systems were not separated...
Binh Duong General Hospital has not properly and fully implemented the content of wastewater monitoring. In 2023, the hospital did not conduct wastewater quality monitoring for the first, second and third quarters; did not report on water resource exploitation and use activities in 2020 to the competent authority as prescribed.
75% of parameters that must be monitored and controlled for groundwater quality are not monitored. In 2020, 25/32 parameters were not monitored.
The hospital was also found to have exploited and used water resources in excess of the flow rate specified in the license. According to the underground water exploitation log for 2020 and 2021 provided by the hospital (up to April 25, 2021), the hospital exploited water in excess of the licensed flow rate.
However, this act has expired. The exploitation of groundwater beyond capacity only serves the hospital's operations, and is not enough of a basis to calculate the illegal profits from the violation.
Binh Duong General Hospital is located in Hiep Thanh Ward, Thu Dau Mot City, is the largest public hospital in Binh Duong, with a current capacity of 512 beds.
The project to build a new provincial general hospital in Dinh Hoa ward, Thu Dau Mot city with a scale of up to 1,500 beds was started in 2014 but after 10 years it is still not completed.
Up to now, the hospital has not been able to move from the old facility to the new facility, so the facilities are overloaded compared to the needs of the people.
