With the active participation of all levels, sectors and subjects, the One Commune One Product (OCOP) Program in Ba To district has been implemented more and more effectively. Up to now, many 3-4 star OCOP products of the district are favored by the market, contributing to promoting economic development in rural areas.

Forming a unique product

More than a year ago, the Phat Huy upland rice product of Ba To Agricultural Cooperative was recognized as meeting 3-star OCOP standards. Since then, members of the Cooperative have proactively innovated designs and packaging, and promoted market connections. Notably, in 2024, the product was listed on the Shopee e-commerce platform and is popular with consumers.

Chairwoman of the Board of Directors of Ba To Agricultural Cooperative Pham Thi Vut said that Phat Huy upland rice products are cultivated by the Hre people using natural methods and are rich in nutrients, so they are trusted and chosen by consumers. Currently, in addition to the 10 hectares of rice fields of the cooperative, the unit has also expanded the area through cooperation with farmers. In addition, the cooperative also processes crispy upland rice products and upland rice flour to diversify products and create jobs for local workers.

Since 2021, Ba To district has developed a plan to develop OCOP products, directing the People's Committees of communes and towns as well as entities to focus on production and trading of agricultural, forestry and handicraft products... to improve quality, expand scale, gradually build brands for products, participate in the OCOP Program, to enhance the value of local products. According to Head of the Department of Agriculture and Environment of Ba To district Nguyen Thi Van, the district has many products with local cultural characteristics, such as Lang Teng brocade, Hre wine... Along with that, many agricultural and forestry products such as water rattan, buffalo meat, ky pork... are also popular in the market.

In addition, the district also has a policy of prioritizing and encouraging the use of OCOP products, local specialties as gifts during holidays, Tet, conferences, seminars, etc. Thereby, contributing to promoting products and supporting effective consumption, bringing good effects, helping the subject sell more goods. "After more than 5 years of implementation, the OCOP Program has raised the level of many types of agricultural products, local specialties, promoting production and business according to the chain. Many OCOP products of the district have gradually affirmed their position in the market inside and outside the province", Ms. Van shared.

Various forms of promotion

In order to build a stable raw material area for production, Ba To district has directed communes and towns to integrate capital from national target programs to implement production support components. In particular, focusing on developing raw material areas for typical crops such as peanuts, upland rice, safe vegetables... At the same time, implementing a collection of 50 dishes made from typical local ingredients, contributing to exploiting culinary values ​​associated with OCOP product development.

Vice Chairman of Ba To District People's Committee Thanh Minh Thuan said that the district has directed specialized agencies to review and orient new products with good quality and high competitive value to participate in the OCOP Program. Communes and towns coordinate with relevant departments and offices to guide and support subjects to upgrade products, ensuring the correct process and criteria for evaluating OCOP products at the district and provincial levels. In addition, the district also thoroughly understands the viewpoint that product development must be linked to market demand, correctly identifying customer segments, thereby pricing and building appropriate promotion strategies. In addition, the district also strengthens inspection and supervision of the use of OCOP logos, packaging, and labels, promptly handling violations, ensuring the reputation and quality of local OCOP products. This is to promptly grasp the situation, evaluate the reality, and avoid the situation of "achieving stars when scoring but then losing quality". From there, there is a basis for proposing appropriate development solutions, accompanying the subjects in the process of upgrading OCOP products.

In particular, Ba To district assigned the Economic and Infrastructure Department to organize promotional activities, trade promotion, and search for start-up products to gradually form new OCOP products. Many booths to introduce and sell typical, traditional products and OCOP products have been built. In 2024 alone, the district supported establishments to develop start-up products and support participation in trade promotion programs, display OCOP products at conferences, fairs, and community tourism spots inside and outside the district. The district also focuses on building, managing, and supporting entities to access and connect with channels to promote, introduce, and consume products on digital platforms.

Support subjects to develop OCOP products

In recent years, through participating in the evaluation and classification of OCOP products, Ba To district has gradually affirmed its effectiveness and the right direction in rural economic development. Production entities are increasingly interested in and investing systematically in products from packaging design, building raw material areas to applying science and technology, gradually improving quality, value and competitiveness in the market. Some entities have proactively invested in building raw material areas, applying technology to production, processing and designing eye-catching models and labels, convenient for consumers. Many products have also achieved certifications on advanced quality management, opening up opportunities to access higher-end markets.

According to statistics, Ba To district currently has 11 OCOP products from 3 to 4 stars of 9 entities, including 3 cooperatives and 6 business households, in 5 communes and towns. In 2024, 4 products of entities in the district were put on the Shopee e-commerce trading floor, including: Brocade tie of business household Pham Thi Y Hoa; Phat Huy upland rice of Ba To Agricultural Cooperative; brocade scarf of business household Pham Thi Sung; pickled bamboo shoots with Siamese chili of business household Vu Duc Thang.

Localities in Ba To district have actively advised and supported entities to build and complete dossiers to participate in the evaluation and classification of OCOP products, so the quantity and quality of OCOP products have increased. According to Vice Chairman of Ba Thanh Commune People's Committee Pham Van Thuoc, the development of OCOP products is important in the economic restructuring of the locality. In the past time, the commune has promoted and mobilized production establishments to invest in technology to enhance the traditional products of the locality. The commune mobilized entities such as business households and cooperatives with typical local products to participate in the implementation of processes and procedures for registering OCOP products. Up to now, in the commune, there are a number of OCOP products that have achieved 3 - 4 stars such as: Y Hoa brocade ties, Y Hoa brocade handbags; Thi Sung brocade scarves; Tuong Vy dried buffalo meat products.

Ms. Pham Thi Y Hoa, in Lang Teng village, Ba Thanh commune, shared that the traditional brocade weaving profession of the Hre people has been formed for a long time. However, it is now only maintained in Lang Teng village, with less than 100 people knowing the profession. In order to preserve and promote the national cultural values, I have established a rattan and bamboo weaving and brocade weaving production facility; at the same time, I actively promote the products at events at home and abroad.
