According to Circular 56/2024/TT-BTC of the Ministry of Finance, effective from August 1, 2024, the fee for exploiting and using land documents from the National Land Information System is as follows:

In case the Minister of Public Security, the Minister of National Defense, or the Chairman of the People's Committee of a province or centrally-run city has a written request to exploit and use land information and data for defense and security purposes according to the provisions of the Law on National Defense, the fee rate shall be 60% of the corresponding fee rate specified in the Appendix attached to the Circular.

The following cases are exempted from fees for exploiting and using land documents from the National Land Information System:

Subjects such as children, poor households, the elderly, the disabled, people with revolutionary contributions, ethnic minorities in communes with especially difficult socio-economic conditions and some special subjects as prescribed by law are allowed to exploit their information and exploit information of other land users when having the consent of the national land database management agency as prescribed by law on land.

Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities have written requests to exploit and use land information and data from the National Land Information System to serve:

+ Defense and security purposes in a state of emergency as prescribed by the 2018 Law on National Defense.

+ Prevent and combat natural disasters in emergency situations according to legal regulations on natural disaster prevention and combat.

There are also cases of exemption stipulated in Article 62 of Decree 101/2024/ND-CP including:

Exemption and reduction of fees when exploiting and using land documents from the National Land Information System are implemented according to legal regulations on fees and charges.

In case of serving the purpose of national defense, security, and natural disaster prevention and control, exemption and reduction shall be granted according to the provisions of law;

Free for ministries, branches and localities when connecting and sharing the national land database with other national databases, databases of ministries, branches and localities to share land information and data to serve the operations of state agencies and resolve administrative procedures, simplify administrative procedures for people and businesses according to Government regulations on management, connection and sharing of digital data of state agencies.
