The People's Committee of Da Nang City has just established a Policy Development Team for the Da Nang Free Trade Zone. Accordingly, this Team is responsible for proactively researching and proposing policies within the scope of its responsibility; discussing and working with consulting units to unify proposals for outstanding policies to ensure competitiveness for the Da Nang Free Trade Zone; at the same time, participating in reviewing and finalizing proposed policy contents to be included in legal documents, submitting to the City People's Committee; participating in working sessions with ministries and branches in charge to absorb and finalize policies within the responsibility of agencies and units.

Accordingly, the Head of the Policy Development Team is Director of the Department of Industry and Trade Le Thi Kim Phuong; Deputy Heads include Deputy Director of the Department of Finance Le Thanh Tung, Deputy Head of the Management Board of High-Tech Park and Industrial Parks Tran Van Ty, Deputy Head of the Customs Branch of Region XII Pham Duy Nhat...

The policy development team directly consults with members of the team instead of consulting with agencies and units (in urgent cases). Policy development team members are responsible for reporting and reaching consensus within the agency on proposed content and providing opinions within the scope of the sector or field; Directors of departments, branches and sectors are responsible for the content of their sectors.

Agencies and units with representatives participating in the Policy Development Team are responsible for updating the Department of Industry and Trade when there are changes or adjustments to members participating in the Policy Development Team; and are assigned support staff (if necessary) to support the leadership representatives participating in the Policy Development Team.

The policy development team works part-time and enjoys the benefits according to current regulations (if any). The team leader is allowed to use the seal of the Department of Industry and Trade; the deputy team leaders are allowed to use the seal of their agencies and units to carry out the team's tasks when authorized by the team leader.

The Head of the Policy Development Team is responsible for presiding over and coordinating with members of the Policy Development Team and relevant agencies and units in proposing policy development for the Free Trade Zone, coordinating activities and coordination among members of the Policy Development Team; directing the Department of Industry and Trade's support department to synthesize opinions of members of the Policy Development Team, consulting units and relevant agencies and units.

At the same time, synthesize and report on the progress of the implementation of the tasks of the Policy Development Team; synthesize the difficulties, proposals and recommendations of the members of the Policy Development Team, and report to the City People's Committee for consideration and resolution. The Head of the Policy Development Team is responsible to the City People's Committee for the activities and results of the Policy Development Team.

The Deputy Heads are responsible for organizing the implementation of tasks assigned by the Head; proposing contents related to the professional field; coordinating with the Head to review the overall policy contents; supporting the Head to urge members of the relevant Policy Development Team to implement tasks in the assigned field; monitoring the progress of task implementation.

Members of the Policy Development Team are responsible for implementing assigned tasks, fully participating in meetings of the Policy Development Team when invited to meet; proactively researching and advising on contents related to professional fields, issues raised for discussion in Policy Development Team meetings and are responsible for the contents of consultation and proposals; proactively advising, contacting and working with the governing ministry and relevant ministries in the process of implementing assigned tasks.
