Prime Minister commits to "3 guarantees" with Japanese business community and investors

Prime Minister Pham Minh Chinh asked Japanese businesses to continue to trust, stick together, cooperate closely, expand investment in Vietnam, and make more practical contributions to the prosperous development of the two countries; contributing to bringing a prosperous and happy life to the people.

On the afternoon of April 28, at the Government headquarters, Prime Minister Pham Minh Chinh and Japanese Prime Minister Ishiba Shigeru attended the Vietnam - Japan Forum on cooperation in strategic industries, high technology, green transformation and semiconductors.

The forum was organized by the Vietnamese Ministry of Finance in coordination with the Embassy of Japan in Vietnam. At the forum, leading enterprises of the two countries shared their business, investment and cooperation plans in the above-mentioned fields.

Speaking at the Forum, Prime Minister Ishiba Shigeru welcomed and appreciated Vietnam's focus on high value-added industries to promote industrialization and modernization along with promoting administrative reform.

Prime Minister Ishiba Shigeru said that at the talks the same morning, he and Prime Minister Pham Minh Chinh agreed to upgrade bilateral economic relations within the framework of the Japan-Vietnam Comprehensive Strategic Partnership.

Regarding human resource training in the semiconductor field - a key field of Vietnam, the two sides are preparing to open a semiconductor chip technology engineering training program at the Vietnam - Japan University - a symbolic cooperation project between the two countries. Japan will also receive about 250 doctoral students in the semiconductor field, corresponding to half of Vietnam's national strategic goal.

Japan will support the construction of a factory to produce polycrystalline silicon - an essential material for the semiconductor supply chain - and promote decarbonization in industrial parks in Vietnam.

Japan is also cooperating with the National Innovation Center (NIC) to connect startups with leading enterprises of the two countries, supporting the enhancement of NIC's functions to promote Vietnam's startup policy, and the two sides will continue to cooperate with international organizations such as UNDP.

In the field of non-carbon and energy cooperation between Japan and Vietnam, many projects are being actively implemented such as offshore wind power, power transmission network development and biomass power.

Through the sharing of businesses, the Japanese Prime Minister said he is more and more convinced that the potential for cooperation between Japan and Vietnam is limitless. "We wish to continue promoting extensive cooperation between the public and private sectors, together building an even stronger relationship that will benefit both countries," Prime Minister Ishiba Shigeru shared.

The key to rapid and sustainable development

Prime Minister Pham Minh Chinh said that in the context of the world facing many challenges as it is today, areas such as the semiconductor industry, high technology, innovation, clean energy, green economy, circular economy, and creative economy are the key to rapid and sustainable development.

The head of the Vietnamese Government said that Vietnam is focusing on implementing drastically and synchronously many groups of solutions to improve the investment and business environment with the spirit of "3 smarts", which are: "open institutions; smooth infrastructure; smart governance and human resources". At the same time, the policy is to create institutional breakthroughs with the spirit of "going early, going ahead, paving the way for development".

Prime Minister Pham Minh Chinh proposed that the Japanese Government continue to accompany and increase support for Vietnam through official development assistance (ODA) programs, especially in key areas such as strategic industries, high technology, digital transformation, green transformation and innovation.

Vietnam aims to have the digital economy account for at least 30% of GDP by 2030 and be among the top 40 countries in global innovation. At the same time, the Vietnamese Government is steadfast in its commitment to achieving net zero emissions by 2050.

Along with that, further promote cooperation and support for Vietnam in the fields of technology transfer, green finance, human resource training, semiconductor industry, artificial intelligence, international financial center, green transformation. In particular, Prime Minister Pham Minh Chinh asked Japan to continue supporting NIC to promote the core role of Vietnam's innovation ecosystem.

At the same time, encourage and facilitate Japanese enterprises to expand investment in Vietnam in the above-mentioned strategic fields, contributing to improving national competitiveness and deeper integration into the global value chain.

Prime Minister Pham Minh Chinh affirmed that the Vietnamese Government is committed to "3 guarantees" and "3 togethers" with the Japanese business community and investors.

The "3 guarantees" include: Ensuring that the foreign-invested economic sector is an important component of Vietnam's economy; ensuring the legitimate and legal rights and interests of investors; ensuring political stability, social order and security, institutions, mechanisms, and policies to attract investment.

Prime Minister Pham Minh Chinh believes that with the high political determination of the leaders of the two countries, with the support of businesses and international organizations, and with the new stature of the Vietnam-Japan relationship, the two sides will together realize strategic orientations and long-term visions on developing high-tech industries, green transformation and semiconductors, contributing to the development of the two countries.
