- 53/57 Provincial People's Council delegates attended the meeting. 4 delegates were absent with reasons: Huynh Van Son, Pham Tan Hoa, Nguyen Minh Tan, Nguyen Phuoc Hung.

- Chairing the meeting: Mr. Mai Van Nhieu - Member of the Provincial Party Standing Committee, Vice Chairman in charge of the Provincial People's Council and Ms. Dang Thi Ngoc Mai - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council.

- Guest delegates attending the meeting include: Mr. Nguyen Thanh Hai - Standing Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Long An province; National Assembly delegates of Long An province; representatives of the Standing Committee of the Vietnam Fatherland Front of the province, the Party Building Committees of the Provincial Party Committee, relevant provincial departments and branches, Standing Committees of the People's Councils of districts, towns and cities.

- On behalf of the Provincial People's Committee, there were: Mr. Nguyen Van Ut - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and Vice Chairmen and members of the Provincial People's Committee attending the meeting.

- The session secretary duties are performed by the Office of the National Assembly Delegation and the Provincial People's Council.

I. Content and progress of the meeting

1. Ms. Dang Thi Ngoc Mai - Provincial Party Committee member, Vice Chairman of the Provincial People's Council presented the proposed agenda for the 23rd Session.

Provincial People's Council delegates reviewed and voted. As a result, 100% of the Provincial People's Council delegates present unanimously approved the proposed Agenda of the 23rd Session.

2. Mr. Mai Van Nhieu - Member of the Provincial Party Standing Committee, Vice Chairman in charge of the Provincial People's Council delivered the opening speech of the meeting.

3. The Provincial People's Council listened to the Standing Committee of the Provincial People's Council and the Provincial People's Committee present the contents of the submissions and draft resolutions, the Committees of the Provincial People's Council presented the verification reports; discussed and unanimously voted to pass important resolutions on economy and society. As a result, 100% of the Provincial People's Council delegates present unanimously passed the following resolutions:

1. Resolution on the results of monitoring non- state budget capital projects using land that are slow to be implemented in 2024.

2. Resolution on approving the additional list of works and projects to change the purpose of using rice-growing land in Long An province.

3. Resolution on approving the additional list of works and projects requiring land acquisition in 2025 in Long An province.

4. Resolution on amending and supplementing a number of articles of Resolution No. 19/2021/NQ-HDND dated December 9, 2021 of the Provincial People's Council on promulgating principles, criteria and norms for allocating regular state budget expenditure estimates in 2022 to budget levels in Long An province, which has been amended and supplemented in Resolution No. 10/2023/NQ-HDND dated July 12, 2023 and Resolution No. 06/2024/NQ-HDND dated July 2, 2024 of the Provincial People's Council.

5. Resolution on allocation of medium-term public investment capital plan 2021-2025 and public investment capital plan 2025.

6. Resolution agreeing on the project implementation policy and committing to ensure the balance of local budget capital for the Ho Chi Minh City Ring Road 4 project, section through Long An province.

7. Resolution on the regulation of authority to decide on investment and procurement of information technology application activities using regular expenditure funds from the state budget in Long An province.

8. Resolution on abolishing Resolution No. 01/2025/NQ-HDND, dated February 20, 2025 of the Provincial People's Council on additional support policies for cadres, civil servants, public employees and workers when implementing the organizational arrangement of the political system; cadres and civil servants who are not re-elected, re-appointed and resign or retire at will in Long An province.

II. Closing and conclusion of the meeting

After a working session with a spirit of urgency, democracy, responsibility and innovation, the Provincial People's Council completed the entire content and working program of the 23rd Session (Second thematic session - 2025) through 8 important resolutions.

Mr. Mai Van Nhieu - Member of the Provincial Party Standing Committee, Vice Chairman in charge of the Provincial People's Council delivered the closing speech of the meeting and concluded, emphasizing:

1. At the meeting, after listening to the report on the results of supervision and the submission of the Standing Committee of the Provincial People's Council related to the non-budgetary project, the Provincial People's Council reviewed and highly appreciated the proactiveness, responsiveness and effectiveness in the supervision activities of the Standing Committee of the Provincial People's Council, the Economic - Budget Committee of the Provincial People's Council and highly unanimously passed the Resolution on the results of supervision of non-budgetary capital projects using land that are slow to be implemented in 2024 in the province. In the Resolution, the Provincial People's Council assigned the Provincial People's Committee to have appropriate, synchronous and feasible solutions to accelerate investment progress, focusing on handling slow-developing non-budget capital projects using land in accordance with the goal: Creating new, more positive effects in attracting investment, creating fairness, equality, and more benefits for the business community due to better investment opportunities, improving the investment environment, preventing land waste, preventing state budget losses, creating new development momentum, contributing to striving to achieve the target of GRDP growth in 2025 of 10% or more.

2. Through discussion and close and thorough analysis of the legality, feasibility, and practical requirements of each submission, draft resolution, and review report, the Provincial People's Council has highly agreed and passed important Resolutions to promote socio-economic development.

That is, deciding on the list of projects to change the purpose of using rice-growing land, reclaiming land to implement works and investment projects; amending and supplementing the principles, criteria and norms for allocating regular expenditure estimates of the state budget to all budget levels; adjusting and supplementing the allocation of the medium-term public investment capital plan for 2021-2025 and the public investment capital plan for 2025; regulations on the authority to decide on investment and procurement of information technology application activities using regular expenditure funds from the state budget; abolishing Resolution No. 01/2025/NQ-HDND, dated February 20, 2025 of the Provincial People's Council on the province's additional support policy when implementing the reorganization of the political system.

Especially for the project implementation policy and commitment to ensure the balance of local budget capital for the Ho Chi Minh City Ring Road 4 project (section through Long An province), which is an important national project, with the province's driving force for the next term.

These are important decisions, linked to the practical development requirements of the locality and the expectations of voters, contributing to unlocking resources, promoting the province's rapid and sustainable socio-economic development in the coming time. At the same time, it shows the timeliness of the province's policy response to newly emerging regulations from the central government.

3. In order for the policies to soon come into effect and be effective, immediately after this session, the Provincial People's Council requests relevant agencies to focus on implementing the following tasks well:

- The Provincial People's Committee focuses on implementing the resolutions of the Provincial People's Council according to its authority, ensuring legal procedures and order, with the spirit of bringing the resolutions into life as quickly and effectively as possible, demonstrating dynamism, innovation and efficiency in management and operation activities from the province to the grassroots level.

- Propose that the Standing Committee of the People's Council, the Committees of the People's Council and each delegate of the Provincial People's Council strengthen supervision activities and closely coordinate with the Provincial People's Committee and relevant agencies in concretizing, propagating, mobilizing and effectively implementing the resolution, creating consensus and support from voters and people.

- Propose that the Vietnam Fatherland Front Committee of the province and its member organizations closely coordinate with relevant agencies and units to actively propagate, mobilize, create consensus and support from voters, people and the business community. At the same time, grasp and listen to the thoughts and aspirations of voters and people to promptly reflect and make recommendations to the Provincial People's Council and People's Committee on issues that need to be resolved and removed, including contents that need to be supplemented and adjusted in the Resolutions of the Provincial People's Council to ensure that they are consistent with reality, bringing the resolutions truly into life and promoting practical effectiveness.

4. The tasks in 2025 are very special and important in the context that we must both make efforts, be determined to accelerate, and concentrate our efforts to reach the finish line successfully, striving to achieve growth of 10% or more; and at the same time promote the revolution of streamlining the organizational apparatus with the spirit of "running while lining up". Therefore, the Provincial People's Council requests the Provincial People's Committee, all levels, sectors, and Provincial People's Council delegates to continue to promote the tradition of bravery, resilience, breakthroughs, innovation, and flexibility in handling situations, quickly stabilize personnel and apparatus after the arrangement, create high consensus in society, and adapt quickly to perform well all tasks according to the assigned programs, plans, functions, and tasks, especially the merger of communes and the expansion of hamlets and neighborhoods that need to be approved by the Provincial People's Council.
