Accordingly, in order to implement the plan to rearrange administrative units in accordance with regulations and ensure progress, the People's Committee of Quang Binh province requires the People's Committees of districts, towns and cities to organize public consultation on the project to rearrange administrative units at the provincial and communal levels. Voters' opinions will be collected by distributing ballots to voters representing households.
For the project of arranging provincial-level administrative units, voters representing households residing in communes, wards and towns in Quang Binh province will give their opinions through voter opinion ballots; voters in Quang Tri province will be directed by the People's Committee of Quang Tri province to collect opinions.

For the project of arranging commune-level administrative units, voters representing households residing in communes, wards and towns directly affected by the arrangement of commune-level administrative units will be consulted. Thus, including communes, wards and towns in the province, except for Tan Thanh commune of Minh Hoa district.
The opinion gathering will take place on April 19. After that, the district People's Committee will synthesize and report to the provincial People's Committee the results of the voter opinion gathering. The Department of Home Affairs will synthesize and report to the provincial People's Committee before April 22.
Previously, the Quang Binh Provincial Party Committee issued Resolution No. 18-NQ/TU of the 17th Provincial Party Executive Committee Conference, dated April 14, 2025, agreeing that the number of commune-level administrative units after the merger and consolidation is 41 communes and wards (36 communes, 5 wards) under the province according to the Proposal of the Provincial Party Committee Standing Committee, the Project of the Quang Binh Provincial Party Committee and People's Committee.
