On March 13, in Nha Trang City (Khanh Hoa Province), Deputy Prime Minister Ho Duc Phoc and his delegation worked with Khanh Hoa, Phu Yen, and Binh Dinh provinces on promoting production and business, public investment, import and export, and national target programs, striving to achieve and exceed the growth rate by 2025.

Aiming for double-digit growth

Mr. Nguyen Tan Tuan, Chairman of Khanh Hoa Provincial People's Committee, said that Khanh Hoa has developed and issued an economic growth scenario for 2025, with GRDP growth reaching 10.5%; total social development investment capital reaching VND 96,682.8 billion, state budget revenue reaching VND 24,532 billion (of which domestic revenue is VND 21,850 billion).

To achieve the above goals, the province focuses on administrative reform, improving the investment and business environment; focusing on reviewing and removing difficulties and obstacles to investment projects to maximize the remaining resources for economic growth and development.

At the same time, speed up the disbursement of public investment capital; remove and completely resolve difficulties in land price determination, site clearance, etc.

Mr. Nghiem Xuan Thanh, Secretary of Khanh Hoa Provincial Party Committee, said that to achieve sustainable growth in the coming time, Khanh Hoa is determined to develop and expand in the industrial sector.

Accordingly, Khanh Hoa proposed the Government to adjust the land use target for the province until 2030. At the same time, approve the Nha Trang - Da Lat route, opening up inter-regional economic connections; soon approve Van Phong airport - realizing Van Phong economic zone; add the Van Phong 2 LNG Power Plant Project to the Power Plan VIII...

On the side of Binh Dinh province, Mr. Nguyen Tuan Thanh, Vice Chairman of the Provincial People's Committee, said that in order to achieve the GRDP growth target of 8.5% in 2025, Binh Dinh has promptly specified targets, tasks and solutions for each industry, field, and locality, and adjusted the growth scenario to strive to reach 8.5% -9%, with state budget revenue reaching 18,200 billion VND (domestic revenue alone is more than 17,000 billion VND).

However, Binh Dinh is still a province facing many difficulties, without any large-scale projects that are motivating and leading. Currently, compensation and site clearance for some projects and works are still slow and unsynchronized; agricultural production is still scattered, lacking key products that meet the requirements of commodity production and export; tourism products are still monotonous...

Accordingly, Binh Dinh proposed 9 groups of issues for the Government to pay attention to and resolve: need to strongly reform institutions, contributing to creating new momentum for socio-economic development; support to remove difficulties and obstacles for businesses, promote production and business according to Resolution 58/NQ-CP of the Government; support for tourism development...

Meanwhile, Vice Chairwoman of Phu Yen Provincial People's Committee Ho Thi Nguyen Thao said that the province aims for GRDP growth of 8% by 2025, with total development investment capital of VND25,800 billion and total budget revenue of VND5,900 billion. However, the implementation process is facing many difficulties.

Ms. Ho Thi Nguyen Thao emphasized solutions for developing aquaculture and tourism; disbursing capital for basic construction investment, promoting site clearance, relocating technical infrastructure for highway construction; attracting investment in Nam Phu Yen economic zone; developing social housing, creating jobs, eliminating temporary and dilapidated houses in the area...

Consider removal by authority

After listening to the opinions of localities and relevant ministries, Deputy Prime Minister Ho Duc Phoc acknowledged and commended the provinces for their drastic implementation of programs to achieve the set growth targets.

Regarding the difficulties and problems of the three localities, the Deputy Prime Minister said that the ministries and branches have listened and some opinions have been responded to at the conference. The Government Office will gather them to report to the Government leaders, advise and resolve them for the localities in the coming time.

Regarding the 3 provinces' efforts to achieve the growth target in 2025, the Deputy Prime Minister emphasized the 3 major driving forces: investment, export and consumption. Accordingly, localities need to focus on accelerating public investment disbursement, attracting FDI, promoting domestic investment, and promoting production and business. Difficulties must be removed, especially in investment procedures, and strong reforms must be made to create the fastest and most favorable conditions for businesses.

The Deputy Prime Minister also noted the situation of public investment and disbursement; requested localities to speed up construction progress, reduce intermediary costs and create favorable conditions to stimulate consumption...

Regarding social housing, the Deputy Prime Minister said that the Government has held a meeting and assigned specific tasks to the provinces; requiring the provinces to be proactive and speed up the implementation of tasks within their authority from planning, land allocation, investment procedures, beneficiaries, etc. to create the best conditions for businesses. Accordingly, the Government will study the construction and implementation of the housing fund in the coming time.

The Deputy Prime Minister also requested that localities must be resolute and creative in developing the provincial economic scale in the form of joint efforts between units, ministries and branches and the determination of local leaders, encapsulated in 5 main contents including: economic growth; developing social housing, implementing Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation with a vision to 2045; national target programs and programs to eliminate temporary housing for the poor and meritorious people...

Regarding the recommendations of localities, the Deputy Prime Minister requested the Government Office to collect and report to the Government leaders for consideration and resolution according to authority or report to competent authorities for consideration and resolution according to regulations.
