Improve the efficiency of social policy credit capital

Social policy credit is one of the major policies of the Party and the State aimed at poverty reduction, providing capital support for disadvantaged households to rise up, contributing to ensuring social security and building new rural areas. Recognizing the above importance, over the past years, the Social Policy Bank (CSXH) Branch of Ha Nam province has promptly disbursed capital to borrowers, contributing to the implementation of the goal of sustainable poverty reduction, job creation, human resource development, ensuring social security, political stability and socio-economic development in the locality.

According to the synthesis of the Ha Nam Provincial Social Policy Bank Branch, by the end of March 2025, the total outstanding loan capital of the unit reached more than 3,548 billion VND, disbursed for 15 credit programs, with more than 71,000 households using the capital. Social policy credit sources focus on key programs: loans for poor households and near-poor households; loans for students in difficult circumstances; loans for clean water and environmental sanitation; loans for job creation; loans to support poor households with housing; loans for people who have completed their prison sentences. In recent times, social policy credit capital has contributed to preventing "black credit" in rural areas, improving people's material and spiritual lives, and ensuring social order and safety.

To achieve the above results, the Ha Nam Provincial Social Policy Bank Branch continues to advise the Provincial Party Committee, People's Council, and Provincial People's Committee to pay attention to seriously implementing the Party's guidelines, policies, laws of the State and documents of the province on social policy credit; prioritize and balance resources from the local budget entrusted to the Social Policy Bank to supplement loan capital, increase the proportion of capital from the local budget entrusted to the Provincial Social Policy Bank Branch towards the national average level and by 2030 reach 15% according to Decision No. 05/QD-TTg dated January 4, 2023 of the Prime Minister.

Gio Hien facility in Trung Tien village, Cong Ly commune (Ly Nhan) effectively uses social credit capital to invest in production development, bringing high efficiency.

Ms. Le Thi Kim Dung, Director of the Ha Nam Provincial Branch of the Bank for Social Policies, said: Social credit has made an important contribution to solving social problems, such as: poverty reduction, ensuring social security; developing social housing; helping people who have completed their prison sentences to have jobs; supporting the new rural construction program to achieve many important results, helping to improve the appearance of the countryside... To continue to improve the efficiency of using social credit capital, on October 30, 2024, the Secretariat issued Directive 39-CT/TW on improving the efficiency of social credit in the new period. In particular, it requires: Strengthening leadership, direction, dissemination, thorough understanding and good implementation of the Party's guidelines and policies, the State's policies and laws on social credit, creating high consensus in the awareness of the position and role of social credit. Thereby, it affirms that social credit is a creative solution with profound humanity, contributing significantly to ensuring socialist orientation in implementing national target programs, social security policies, and socio-economic development of the country.

In addition to the achieved results, the implementation of social credit programs in the province still has some difficulties such as: Resources for implementing social credit programs are still limited compared to the needs of the poor and other policy subjects; the capital structure is not really suitable for the requirements of implementing programs and policies; local budget capital for investment in credit programs is still low; coordination and integration of socio-economic development programs and projects with social credit are sometimes and in some places not really connected and not synchronous; inspection and supervision of the implementation of social credit are not very effective in some places... The reason is that the State's resources are still limited while having to simultaneously implement many socio-economic development goals; some localities have not really paid attention to the management and guidance of customers to use capital effectively...

In order to improve the efficiency of social policy credit capital, in the coming time, it is necessary to further strengthen the leadership role of Party committees, authorities, and socio-political organizations in social policy credit; it is necessary to identify social policy credit work as one of the key tasks in implementing the planning and socio-economic development plans of units and localities and the 10-year socio-economic development strategy 2021 - 2030. In addition, the Provincial Social Policy Bank Branch continues to coordinate with departments, branches, sectors, the Fatherland Front, socio-political organizations and localities to develop and integrate programs and projects on poverty reduction, new rural construction, agricultural and rural development, education, vocational training, job creation, social housing development, etc. in conjunction with the implementation of policy credit programs. The functional sectors strengthen the inspection and supervision work, promote the role of the Fatherland Front and socio-political organizations in gathering forces, improving the effectiveness of supervision and social criticism of social credit; do a good job of consulting and guiding the use of loans, helping the poor and policy beneficiaries to conveniently borrow capital and use loan capital effectively. The representative boards of the Board of Directors of the Social Policy Bank at all levels strengthen inspection and control, improve credit quality, the quality of operations of Savings and Loan Groups, ensure that the right subjects are eligible for loans and borrowers use capital for the right purpose and effectively.
