The program was organized by the Central Committee of the Vietnam Youth Union in coordination with the Department of Police for Management of Prisons, Compulsory Education Facilities, and Reformatory Schools (C10, Ministry of Public Security), the Youth Committee of the People's Public Security, the Youth Union of Tuyen Quang Province, and Quyet Tien Prison (Tuyen Quang Province).
This activity aims to contribute to building a healthy educational environment, helping prisoners and youth inmates to eliminate their inferiority complex, feel secure in their rehabilitation, gain more confidence, determination, will to rise up, actively study, work to reform, soon return to the community and become useful people for society.

According to the coordination plan for the 2021-2025 period, the parties will focus on implementing a number of main contents: propaganda, raising awareness and responsibility of the Vietnam Youth Union at all levels as well as young people for the education and rehabilitation of prisoners and youth inmates, helping them reintegrate into the community.
In addition, the Association at all levels will coordinate with relevant units to organize consultation, legal aid, psychology, civic education, life skills, life values and health care for prisoners, youth inmates and children under 36 months old who are children of prisoners living with their mothers in prisons; career guidance, vocational training, job creation; cultural exchange, arts, physical education, sports...
Speaking at the program, Major General Nguyen Ngoc Tuyen, Deputy Director of Department C10, commented: the program "Lighting up the dream of rehabilitation" has brought a lot of knowledge about law, culture, society and especially brought confidence in life to thousands of young prisoners, equipping them with knowledge about life and law to strive to reform, enjoy lenient policies of the State, and soon return to their families and society.

Major General Nguyen Ngoc Tuyen hopes that the Central Committee of the Vietnam Youth Union will continue to closely coordinate with Department C10 to contribute to improving the effectiveness of prisoner education and rehabilitation; and requests that Youth Unions at all levels carry out more practical activities to connect and introduce jobs and livelihoods for prisoners when they return to reintegrate into the community.
At the program, the Organizing Committee presented 50 gifts to prisoners in difficult circumstances who have trained and reformed well; presented gifts to children of prisoners under 36 months old who followed their mothers to the camp; provided medical examination and treatment to 200 prisoners; organized exchange activities between artists, influential people, members of the Vietnam Young Artists Club and prisoners.
After 5 years of implementation, the program has awarded nearly 1,200 gifts with a total value of 600 million VND to prisoners; organized 94 vocational training classes for more than 3,200 prisoners; provided free medical examinations and medicine to more than 2,200 prisoners; provided psychological and legal counseling and job search support to more than 13,000 prisoners after serving their sentences.
Along with that, the Youth Union and the Vietnam Youth Union at all levels also promote career guidance and vocational training for prisoners and young people during the rehabilitation process.
Many cases have been equipped with vocational knowledge, loans, and guidance on production development, thereby stabilizing their lives, promoting a sense of responsibility to the community, proactively preventing, actively fighting, and eliminating social evils.
