On the morning of April 24, the National Assembly Delegation of the 15th tenure of Ha Giang province held a thematic meeting with voters with officials, civil servants and public employees of agencies, units and localities to collect opinions on the draft Laws to be submitted to the 9th Session of the 15th National Assembly. Participating in the meeting was Comrade Ly Thi Lan, Member of the Provincial Party Committee Standing Committee, Head of the National Assembly Delegation of the 15th tenure of Ha Giang province. Attending the meeting were Vice Chairman of the Provincial People's Council Hoang Van Vinh, leaders of the Party building committees of the Provincial Party Committee, the Provincial People's Committee Party Committee, the Provincial People's Council committees and over 200 voters who are officials of agencies, units and localities in the province.

At the conference, the delegation of the 15th National Assembly of Ha Giang province informed voters of the expected agenda and content of the 9th session and information on amending and supplementing a number of articles of the 2013 Constitution and the main contents of the draft laws related to serving the work of organizing the apparatus of the political system .

In the spirit of democracy, voters had 13 recommendations such as: Voters basically agreed with the consultation on the project to arrange administrative units at all levels, however, voters still had concerns about the changes when arranging administrative units between communes, affecting the settlement of regimes and administrative procedures for the people. Regarding the names of administrative centers of communes, it is recommended to choose names with historical and traditional meanings. Regarding the implementation of policies for cadres who are subject to retirement under Decree 178 and 67 of the Government, many cadres in area 0.7 are of the same age as cadres in area 0.4, but when registering for retirement, they are not entitled to the regime according to the Decree, which affects the results of streamlining the payroll. In addition, the arrangement of redundant cadres after the merger of communes still has many difficulties, it is recommended to have specific instructions. The National Assembly Delegation is requested to advise the National Assembly and the Government to have separate regulations for subjects who are not allowed to rent public housing according to the provisions of the 2023 Housing Law. At the same time, it is recommended to pilot a number of specific mechanisms and policies on social housing development to meet the housing needs of officials, civil servants and public employees due to the merger of provinces and centrally run cities.

Speaking in response to voters' opinions and recommendations, Comrade Ly Thi Lan, member of the Provincial Party Committee, Head of the 15th National Assembly Delegation of Ha Giang Province and leaders of departments, branches and units explained and clarified issues within their authority and summarized opinions outside their authority to submit to the relevant agencies and the upcoming 9th session of the National Assembly. Head of the 15th National Assembly Delegation of Ha Giang Province Ly Thi Lan requested that competent agencies continue to study documents and policies of higher levels, advise and propose opinions so that the project to rearrange administrative units is effective and meets the aspirations of voters. She emphasized: This is a key moment, requiring each cadre and party member to uphold the spirit of responsibility, pioneering and exemplary. The consensus, sharing and determination of cadres and civil servants will be an important foundation for the province to overcome the transitional period with the spirit of "leaving no one behind".

Voters representing the Provincial Women's Union gave their opinions on having reasonable policies and regimes for cadres, civil servants, workers and armed forces to carry out the organizational arrangement.
Voters of the Department of Culture, Sports and Tourism suggested that naming administrative units should pay attention to historical, traditional and cultural factors associated with the traditions and spiritual values ​​of each locality.
