Students no longer "like to show off" when participating in traffic

Including traffic safety law compliance in the criteria for evaluating and classifying student conduct is a new regulation that is attracting the attention of many parents.

Decree No. 151/2024/ND-CP, effective from 2025, stipulates that traffic safety compliance is one of the criteria for evaluating and classifying student conduct. After more than two months of implementation, practical results have shown positive impacts in raising students' awareness of traffic law compliance.

I've become less "stubborn"...

Around November last year, when her 11th grade son was fined by the traffic police for not wearing a helmet while participating in traffic, Ms. Phan Thanh Hien (Long Bien District, Hanoi) was not only not worried but also felt happy. Ms. Hien thought that this was a lesson for her son to learn from. Because every time her son took his bike out on the street, Ms. Hien had to tell him: Remember to wear a helmet! In fact, his mother reminded him every day but his son... "ignored" it.

Since being fined by the traffic police, especially since the regulation that students who violate traffic safety laws will have their conduct grade lowered, Ms. Hien's son has become "good" when participating in traffic.

"My child is a naughty child, often proud of his friends. Therefore, I was afraid that he would follow his friends and drive in a zigzag pattern, run red lights... However, when he had to pay a fine for violating traffic laws, especially with Decree 168 increasing the fine for violations of traffic order and safety and Decree 151 on students violating traffic safety laws will have their conduct lowered, he was afraid. He obeyed traffic rules well, no longer borrowed his parents' motorbike because he knew he could only ride a motorbike under 50cc when he was under 18 years old," Ms. Hien shared.

Like Ms. Hien, Ms. Nguyen Minh Thu (Hai Ba Trung District, Hanoi) feels reassured when her child no longer has a "show-off" attitude when riding on the road. "Before, I sometimes saw my child riding a motorbike very 'rebelliously', speeding, recklessly overtaking, running red lights and not liking to wear a helmet, and the motorbike did not even have mirrors. I am very grateful because when there are strict regulations, "hitting the economy" when violating traffic safety laws, my child is afraid. If parents keep reminding him, he may not be afraid, but when the law is strict, he 'follows the rules'," said Ms. Thu.

Ms. Hien and Ms. Thu said that the school's requirement that parents and students sign a commitment to comply with the law on road traffic safety also makes parents more responsible when giving their children vehicles, and not allowing their children to drive motorbikes when they are not old enough.

However, some parents are also concerned that "punishing behavior" may have negative impacts on students' psychology, making them worried and afraid when participating in traffic.

"Schools need to have various effective measures to propagate traffic awareness, so that students can be self-aware and form the habit of obeying traffic laws, and give up the idea of ​​'coping' when going out. When there are effective support and education measures, students will understand and comply with regulations, avoiding unnecessary pressure" - Mr. Dang Xuan Chi (Hoang Mai District, Hanoi) suggested.

Positive change

Before Decree 151 came into effect, there were many cases of students violating traffic laws such as not wearing helmets, running red lights, driving motorbikes underage, and carrying more passengers than allowed. However, after the new regulations were implemented, many schools actively promoted and educated students about the importance of obeying traffic laws. As a result, the number of students violating traffic laws has decreased significantly.

Ms. Nguyen Thi Thuy Toan, Principal of Nguyen Binh High School (Dong Trieu, Quang Ninh) said: "The Ministry of Education and Training's organization of activities to teach knowledge of the law on road traffic order and safety to preschool children, primary, secondary and high school students; including the content of compliance with the law on road traffic order and safety as one of the criteria for evaluating and classifying students' training has raised awareness and created motivation for students to be more proactive. Students are clearly aware that traffic safety violations not only affect personal safety and the safety of other road users but also directly affect the results of training. Students who violate traffic laws may not achieve good or fair training. Depending on the level of the student's violation, the school will evaluate and classify them appropriately to deter and educate students.

To promote Decree 151, the school has used many forms such as sending documents to parent groups, student groups on Zalo, Facebook. The school organized for students to present to learn about Decree 151 in classes and in collective activities before the flag. Built a dramatized script to perform for the whole school to see.

During class time, the homeroom teacher directly analyzed each provision and the students' responsibilities to implement it. During the parent meeting at the end of the first semester, our school announced Decree 151; at the same time, we called for parents' cooperation in monitoring and reminding their children to comply with traffic laws.

The school also organized students and their families to sign a commitment to comply with the law on road traffic safety: Students must not drive motorbikes when they are underage, and must not drive motorbikes when they have not completed the safe motorbike driving skills training program. With close coordination between families and schools, along with positive discipline, students' traffic awareness has clearly improved," Ms. Thuy Toan shared.

Despite many positive results, according to Ms. Thuy Toan, there are still some students who do not voluntarily comply with traffic laws. The main reason is old habits and lack of supervision. To overcome this, the school will promote Decree 151 more in experiential activities and instruct teachers to integrate it into the curriculum of some subjects; coordinate well with Thuy An Ward Police and parents to monitor and handle students who deliberately violate. The school will strengthen self-inspection and self-monitoring of the self-governing youth group. Thereby, improving the effectiveness and efficiency of implementing the decree.

"We also request the Ministry of Education and Training and relevant agencies to soon issue a curriculum on legal knowledge on road traffic order and safety suitable for each level of education; relevant agencies to guide the practice of safe motorbike driving skills to ensure suitability for the subjects and content specified in Article 5 of this Decree.

We believe that strictly implementing Decree 151 with the synchronous participation of families, schools and society will help fundamentally change students' awareness and behavior when participating in traffic, contributing to reducing accidents, building traffic culture, and building a safe community," said Ms. Thuy Toan.
