The election of President To Lam as General Secretary is a decision of the Central Executive Committee of the Communist Party of Vietnam to recognize his contributions and prestige, and at the same time affirm that the Communist Party of Vietnam continues to maintain its role in leading the country.
This is the comment made by Dr. Ruvislei González Saez, Vice President of the Cuba-Vietnam Friendship Association, in an interview with a VNA reporter in Havana.

Dr. Ruvislei González Saez assessed that the views presented by General Secretary and President To Lam when referring to foreign policy showed the continuity of the development strategy in Vietnam's foreign policy, while identifying the most important factors for bilateral relations and the need to strengthen multilateral diplomacy. This approach does not contradict the principles of "Vietnam wants to be friends with all countries" and the "4 no's" policy. Continuing this diplomatic policy will give the world confidence in the natural transition and transfer of power, which determines Vietnam's political stability and this is a very important factor for the country's image, as well as the business environment. According to Dr. Ruvislei, since the 7th Congress, the Communist Party of Vietnam has identified corruption as one of the four risks to the Party and the Vietnamese revolution. Therefore, the fight against corruption and negativity is a necessary and inevitable task, an irreversible trend. The fact that General Secretary and President To Lam affirmed to continue the fight against corruption demonstrates the importance of transparency to society.
The Cuban scholar assessed that the world today is facing profound challenges stemming from confrontation between major powers, conflicts and global instability affecting global value chains and economic growth. Faced with this scenario, Vietnam has proposed to accelerate the development strategy outlined in the documents of the 13th National Congress. He assessed that Vietnam has all the conditions to achieve its goals and, above all, to reach new stages of development. The transformations that have been made and the stability in Vietnam allow the country to continue to receive significant investments, as well as to transform the production structure. Dr. Ruvislei expressed his belief that Vietnam can move towards becoming an upper-middle-income country and one of the largest economies in Southeast Asia, and possibly even become one of the 20 largest economies in the world by 2035 or sooner.
