At the workshop, experts and scientists emphasized that in recent years, digital transformation and the construction of a digital economy in Vietnam have developed quite rapidly and have achieved important achievements.

The national database has been strongly deployed. The Government has identified 10 national databases, of which 5 have been completed and exploited: population; insurance; business registration; civil servants, public employees and administrative procedures.

Vietnam is ranked among the top 10 countries with the fastest e-commerce growth rate in the world.

Regarding information security, in 2024, Vietnam will be ranked 17th out of 194 countries and 4th out of 38 countries in the Asia-Pacific region.

Despite achieving important results, in the process of developing the digital economy, Vietnam is also facing a number of challenges that need to be resolved.

Experts also emphasized that in the era of strong transformation of the 4.0 industrial revolution, the digital economy is gradually becoming an inevitable trend, reshaping the methods of operation.

However, to ensure the sustainable development of the digital transformation process, building and perfecting a synchronous, timely and effective legal system is indispensable.

For Vietnam, developing a digital economy is not only a strategic orientation but also an inevitable requirement from development practice and from the nation's strong aspirations to rise up in the new era.

Referring to the orientation of perfecting the digital economy institution, Professor, Dr. Phan Trung Ly said that it is necessary to build a comprehensive, synchronous, modern, open, flexible and highly adaptive legal framework, suitable for the characteristics of the digital economy, in which data, digital infrastructure and digital technology are key production factors.

Ensure transparency, publicity and accountability in the operations of state management agencies and enterprises, especially state-owned enterprises operating in the fields of digital infrastructure and essential digital services.

At the same time, create a favorable legal environment for digital enterprises and the digital economy to develop, encourage new business models and new digital services based on the principle of "legal sandbox" and risk management in the direction of "post-audit".

Strengthening the link between institutional development strategies and strategies for digital infrastructure development, digital human resources, and digital transformation in state agencies, businesses, and the whole society.
