More than 1.1 million candidates take the 2025 high school graduation exam

Deputy Minister of Education and Training Pham Ngoc Thuong said that the 2025 high school graduation exam will be a major exam with the participation of more than 1.1 million candidates across 63 provinces/cities; at the same time, the exam will be organized according to two general education programs. Accordingly, about 200,000 officials will be mobilized to participate in the organization of the exam.

This is the first exam organized according to the 2018 general education program. Accordingly, from 2024, the Ministry of Education and Training will prepare early, remotely, document systems, and organizational processes to provide general direction to provinces/cities directly under the Central Government in organizing exams locally, said Deputy Minister Pham Ngoc Thuong.

The Ministry of Education and Training has directed professional units to develop reference exam questions early in the school year for the High School Graduation Exam and announce them on October 18, 2024 (5 months earlier than previous years).

The exam is designed in an open direction and promotes collective intelligence of the whole industry while being suitable for the method of one program with many textbooks.

Deputy Minister Pham Ngoc Thuong emphasized the "2 reductions" goal is to reduce pressure and reduce costs for society while still ensuring the proposed quality. The nature of this year's exam is especially important, the Ministry of Education and Training will strive to ensure the exam is safe, serious, objective, in accordance with regulations, and effective.

Director of the Department of Quality Management (Ministry of Education and Training) Huynh Van Chuong added that the exam will take place on June 25, 26, and 27, 2025, of which June 25 is the exam registration date, June 26 and 27 are the official exam dates, and June 28 is the backup date.

The exam marking will be carried out according to the general plan from June 29 to July 14, 2025. The exam results will be announced at 8:00 a.m. on July 16, 2025 at the Ministry of Education and Training and in 63 provinces and cities (Departments of Education and Training).

This year, 100% of candidates nationwide registered for the exam online. As of 12:00 on April 27, the total number of candidates registered for the exam was 1,153,901 (an increase of nearly 82,540 candidates compared to 2024). Independent candidates were 38,854 people, accounting for 3.37% of the total number of candidates (of which, the number of independent candidates taking the exam according to the 2006 General Education Program was 23,812 people).

This year, it is expected that there will be 2,500 exam sites (an increase of 177 exam sites compared to 2024) and 50,000 exam rooms (an increase of 4,851 rooms).

Mr. Huynh Van Chuong said he will try to consider graduation and grant degrees before September 30.

Regarding some points to note in the implementation of the exam, the representative of the Ministry of Education and Training said that the high school graduation exam is held in June, in 3 regions of the country, so the weather factor needs to be considered.

A notable point of this year's exam is the timing of the exam, in the context that the whole country is implementing the arrangement and organization of the political system, the arrangement of administrative units and the organization of two-level local governments according to the policies of the Party and the State.

Therefore, it is necessary to pay special attention and thoroughly train those involved in organizing the exam, including reserve personnel; promptly change personnel work when there are transfers and rotations due to the merger.

The police force has focused on solutions to strengthen security and order for the exam.

A representative of the Ministry of Public Security said that the district-level police in previous years participated in supporting security and safety for exams in localities, but now the role has been transferred to the provincial and commune levels.

Recently, the Ministry of Education and Training organized a training conference on the 2025 high school graduation exam for the Departments of Education and Training and PA03 of 63 provinces and cities to thoroughly grasp the exam regulations, train on exam organization techniques; and train on the use of software systems serving the exam organization work.

At the training session, situations and problems that arose in previous years were summarized and detailed instructions on how to handle them were provided to the departments.

Regarding ensuring security and order for the exam, a representative of the Ministry of Public Security said that the situation of using high technology to cheat on exams is very complicated. In recent years, the Ministry of Public Security has dismantled many lines of buying and selling super small listening devices attached to the ear to cheat. In addition, recently, cases of using AI to cheat on exams have also been discovered in the world.

Therefore, the police force has focused on solutions to enhance security and order for the exam. In addition, it has done a good job of propaganda and dissemination to candidates and parents, especially regarding the issue of students and candidates leaking exam papers.

Ensuring organizational success in the new context

Concluding the meeting, Deputy Prime Minister Le Thanh Long welcomed the Ministry of Education and Training, the main responsible agency, for being very proactive in preparing for the high school graduation exam as well as the proactiveness of related ministries and branches.

However, in the near future, there is still a lot of work to do, we absolutely must not be subjective. Deputy Prime Minister Le Thanh Long noted that this year's High School Graduation Exam has some differences, which need to be recognized and clearly defined in the directive documents to have closer solutions. That is to organize the High School Graduation Exam for candidates studying according to the 2006 and 2018 general education programs.

The exam was held at the right time of "transition" in the organization of the apparatus and the arrangement of administrative units such as not organizing at the district level, merging provinces and communes, arranging the inspection agency system... These are the levels and agencies with important tasks and responsibilities in organizing the annual graduation exam. This year, the number of candidates is higher. Cheating technology is increasingly sophisticated.

The requirement we set is to organize the exam successfully, safely, achieve the set goals, and avoid any incidents, the Deputy Prime Minister stated. Just a little bit of insecurity can have unpredictable consequences.

It is necessary to continue to have directive documents and specific activities for organizing this Exam in the direction of "hand-holding", closely following the situation of arrangement and organization of the apparatus, with reassignment of tasks, not stating in general terms.

It must be clear who does what, the Deputy Prime Minister said and raised the question, "I asked before, the district health center sent medical staff, now that it is reorganized, who will send them, the police used to guard the exam sites, the place where the exam papers were printed and copied was under the direction of the district police, now who will direct...".

Prime Minister's Directive No. 37/CT-TTg issued on October 7, 2024 clearly stated the strengthening of direction, coordination, and organization of high school graduation exams and university and vocational education admissions in 2025. Given these new characteristics and situations, what needs to be updated and supplemented, especially the division of authority and work in organization and arrangement.

The Deputy Prime Minister also noted that we must not be subjective about the issue of staff psychology when the apparatus is streamlined, it is necessary to enhance the responsibility of each individual, and clearly define the work. It is necessary to emphasize the responsibility of the Party Committee, local authorities, and the Secretary, not just the Chairman.

The Deputy Prime Minister requested to continue updating and perfecting to issue a new telegram of the Prime Minister. The Party Committee of the Ministry of Education and Training also needs to send a document to the Standing Committee of the Party Committees of provinces and cities requesting close direction on the organization of the High School Graduation Exam.

The Ministry of Public Security and the Ministry of Health need to have their own plans for organizing the high school graduation exam. In all cases, consistency and continuity must be ensured from the central to local levels.

It is necessary to proactively do a good job of communicating about the exam in the spirit of making parents, society, and sectors understand clearly and reach consensus in implementation.

The Deputy Prime Minister proposed holding a national online conference on graduation exams at an appropriate time.
