Strongly transforming to green, clean, high-value agriculture
Over the past seven decades, under the leadership of the City Party Committee, People's Council and People's Committee, Hai Phong's agricultural sector has strongly transformed into a modern, green, clean and high-value commodity agriculture. The agricultural economic structure has shifted in the right direction with the proportion of aquaculture increasing, the proportion of agriculture decreasing; the area of cultivated land continuously decreasing, rice productivity continuously improving, ensuring food security.

Developing and forming many high-tech, food-safe agricultural production zones and areas, with an area of 284.8 hectares invested by enterprises and 20,340 hectares of concentrated production areas, achieving an average production value of over 245 million VND/ha/year. Large model fields and sustainable linkage chains between enterprises, cooperatives and farmers have been formed, creating great momentum for Hai Phong's agriculture to take off.
Intensive and semi-intensive aquaculture continues to expand; cage aquaculture causing environmental pollution is reduced. The fisheries economy continues to play a key role as a production sector, with production value growth reaching 1.71%/year.
Along with that, the work of natural disaster prevention, dyke protection and irrigation investment is focused. 100% of rural households now have access to clean water that meets national standards. In particular, in the field of fisheries, the goal by 2030 is to build Hai Phong into a center for fisheries, fisheries logistics services and search and rescue in the Northern region. Measures to combat IUU fishing (illegal, unreported and unregulated fishing) are being vigorously implemented, contributing to the protection of marine resources and enhancing the international reputation of Hai Phong's fisheries.
Hai Phong has completed the new rural construction program one year ahead of schedule; is one of 18 provinces and cities nationwide with 100% of communes meeting new rural standards and is one of the provinces and cities dedicating large budget resources to the Program. At the same time, it has completed the target of the Resolution of the 16th City Party Congress "By 2025, 100% of communes will basically meet the criteria of model new rural communes".
Leading the way in adapting to climate change
In addition to achievements in agriculture, the environmental sector has become a highlight in Hai Phong’s 70-year journey of construction and development. Facing major challenges from rapid industrialization and urbanization, the city has clearly identified environmental protection as a central and consistent task in sustainable development.

A series of environmental protection programs and projects have been implemented synchronously. In particular, the implementation of solid waste classification and treatment has now reached a collection rate of 100% in urban areas; the construction of an automatic environmental monitoring system with 57 continuously operating stations. The modern monitoring data control center has been put into operation, contributing to improving the capacity to monitor and control pollution in a timely manner.
Leading the way in adapting to climate change and reducing greenhouse gas emissions, Hai Phong has restored 150 hectares of mangrove forests in Cat Ba and Dinh Vu, helping to absorb tens of thousands of tons of CO₂ each year, while reinforcing the coastal “green shield” against saltwater intrusion and natural disasters. The city also supports hundreds of businesses in technological innovation, energy saving, and greenhouse gas emission reduction, aiming to build an ecological, low-carbon urban area.
The city has implemented many programs to reduce greenhouse gas emissions - develop green growth such as: deploying the use of renewable energy, solar power; improving production technology in industrial zones - gradually forming a low-carbon economy. Integrating climate change policies into urban, agricultural and transport planning. Increasing the area of trees, wave-blocking forests, implementing green transport, controlling air quality and noise. The policies and achievements have helped improve the capacity to withstand climate change. Contributing to building Hai Phong into an ecological - modern - environmentally friendly urban area. Shaping a green growth model - low emissions, ready for international integration and commitments at COP26, COP27.
In particular, in the field of sea and islands, Hai Phong is one of the pioneering localities in establishing coastal protection corridors, investigating coastal resources, managing ocean plastic waste and responding to oil spills. Propaganda work has been promoted with hundreds of conferences, seminars and exhibitions, creating a strong spread of awareness of protecting sea and islands to the community, especially the younger generation.
Hai Phong also focuses on developing a sustainable marine economy, promoting marine tourism, marine transport, aquaculture and safe exploitation of marine minerals. At the same time, the city focuses on conserving marine biodiversity, restoring mangrove ecosystems, and enhancing international cooperation in managing marine and island resources. These efforts have helped Hai Phong not only develop a strong marine economy but also firmly protect its sacred sovereignty over its seas and islands.
On the 70-year journey of development and integration, Hai Phong has not only affirmed its position as a key industrial port city, but also proven that economic growth can go hand in hand with environmental protection and preservation of the sea and islands. From the deep green mangrove forests at the head of the waves to the clean, modern agricultural models in the delta, Hai Phong is creating a picture of sustainable development full of hope every day.
