Specifically, the Hanoi Department of Education and Training continues to direct the Departments of Education and Training and educational institutions to thoroughly disseminate and propagate the implementation of Circular No. 29/2024/TT-BGDDT to teachers, students, and parents so that members can understand and coordinate to strictly implement it.

The Department also continues to strengthen information and communication about Circular No. 29, directive documents of the city and the Department on extra teaching and learning.

At the same time, the Department of Education and Training directed educational institutions to better innovate teaching methods and testing and evaluation to improve the effectiveness and quality of teaching right in class; balance time for students to review right in class; teachers assign homework to students appropriate to each subject, ensuring that students are confident in the knowledge they have been equipped with at school.

The Department directs educational institutions to focus on guiding students to self-study; assign learning tasks, guide and control students' learning effectively; and promote inspection of regular teaching hours to prevent the situation of insufficient knowledge teaching leading to students having to take extra classes.

In addition, the Department also strengthens the review and collection of information on the implementation of regulations on extra teaching and learning at schools.

Previously, based on press reports, on April 23, the Dong Da District Department of Education and Training coordinated with the Internal Political Security Department (PA03) - Hanoi City Police, the People's Committee and the Lang Thuong Ward Police to inspect the tutoring activities of the Vietnam - Russia Cultural Training Center, Facility 2.

Through inspection, the working group determined that this center had been granted a business registration certificate and a business location registration certificate issued by the Business Registration Office - Hanoi Department of Planning and Investment. The center has posted information at the facility about the location, form, and time of organizing extra teaching and learning. The center's profile currently has 29 teachers participating in teaching and about 600 applications from secondary school students.

However, the inspection team also discovered some shortcomings and violations such as: not posting at the facility the subjects that are organized for extra teaching, the teaching duration of each subject by grade, the list of extra teachers and the tuition fee before enrollment according to regulations. The teacher's profile is still missing 4 labor contracts; the existing contracts do not have full information about the job position and working time. The center has not presented monthly fee collection books and records related to fire prevention and fighting work.

In response to the violations discovered, the inspection team drew up a report and requested the temporary suspension of the Viet Nga Center, Campus 2, from 12:00 on April 23. The Center must notify parents, fulfill related financial obligations, and ensure the students' learning rights.
