Hanoi Department of Education and Training said that regarding extra teaching and learning related to teachers and students of Van Yen Secondary School (Ha Dong District), the unit has received a report from the Department of Education and Training of Ha Dong District and Van Yen Secondary School.

The report shows that Van Quan Education Center, where teachers from Van Yen Secondary School teach extra classes, has registered and been licensed to operate at address A48, TT3 Van Quan urban area, Phuc La, Ha Dong, Hanoi.

At the time of inspection, there were 5 teachers from Van Yen Secondary School teaching at Van Quan Education Center under the assignment of this center but at address A50, TT3 Van Quan urban area, Phuc La ward, Ha Dong district, which was not the reported address.

Among them, 3 teachers signed a contract to work with Van Quan Education Center and reported to the school about participating in extra teaching.

Previously, Hanoi closed a tutoring center in Dong Da district.

The teachers explained that the tutoring address was not as reported to the school because the headquarters of Van Quan Education Center was under repair, so teachers and students were temporarily transferred to another location. The three teachers tutored outside the school with students who were not in their own class.

One case of a teacher who had not signed a labor contract with Van Quan Education Center, at the time of the inspection was teaching a group of students in class 7A8, who were her students. The teacher confirmed that teaching this group was completely free of charge to review some knowledge at the end of the year.

However, the teacher has not reported teaching this group of classes for free to the school and has not provided evidence of voluntary participation in free learning. This teacher also teaches at an unlicensed location.

There was another case of a teacher who had not signed a contract with the center. At the time of the inspection, the teacher explained that she was asked to teach as a substitute. However, the extra class that this teacher taught was actually her own students at the school and she also taught at a location that was not reported.

After working, Van Yen Secondary School criticized and reviewed 3 teachers before the Pedagogical Council; classified civil servants in April 2025 as "Not completing tasks". Individual teachers must commit to stop teaching extra classes outside of school in violation of regulations.

For the remaining 2 teachers, the school has reprimanded, reviewed and drawn profound lessons before the Pedagogical Council; classified civil servants in April 2025 as "Not completing tasks". The individual teachers must commit to stopping illegal extra-curricular teaching.

The People's Committee of Phuc La Ward, Ha Dong District has also issued a notice requesting the suspension of extra teaching and learning classes from April 25 of the Van Quan Education Center at address A50, TT3 Van Quan urban area until all legal documents are available.

Previously, the Hanoi Department of Education and Training received information reflecting that teachers of Van Yen Secondary School (Ha Dong District) taught extra classes outside of school for students they were teaching in the regular curriculum. The Department sent a document requesting the Ha Dong District Department of Education and Training to check and verify the information.

The Hanoi Department of Education and Training requests the Ha Dong District Department of Education and Training to strictly handle violations (if any) according to regulations and report the handling results to the Department.
