The working delegation was led by Deputy Director Nguyen Le Phuc and included leaders and officers from the Travel Management Department, the Tourist Accommodation Management Department (Vietnam National Tourism Administration), the Inspectorate of the Ministry of Culture, Sports and Tourism and the Department of Foreign Security (Ministry of Public Security).

According to the report of the Department of Tourism of Da Nang city, as of July 2024, there are 544 travel agencies in Da Nang city, including 119 domestic travel companies, 328 international travel companies, 53 international travel branches, 25 representative offices of domestic companies, 15 travel agents, 04 representative offices of foreign travel service businesses; 5,811 tour guides (carded by the Department of Tourism of Da Nang).

In the first 7 months of 2024, the Department of Tourism has appraised documents, granted travel service business licenses to 11 units, granted and changed domestic travel service business licenses to 05 units, and revoked domestic travel service business licenses of 09 units.

The Department of Tourism has appraised the application for 1,206 tour guide cards, issued 562 new tour guide cards (393 international cards, 169 domestic cards), issued and changed 605 tour guide cards (515 international cards, 90 domestic cards), and reissued 39 tour guide cards (32 international cards, 07 domestic cards).

The management of travel business and tour guiding activities in the locality has been seriously implemented. In the first 7 months of 2024, the Department of Tourism continued to disseminate and guide travel businesses and tour guides to comply with legal regulations related to the tourism sector; review, propose and recommend to competent authorities on difficulties and inadequacies of legal regulations and enforcement affecting travel and tour guiding activities; regularly issue documents reminding and directing the strict implementation of legal regulations, ensuring security and safety in tourism activities, especially during holidays, Tet, and the time of events and festivals in the city.

The Department of Tourism has issued a document guiding travel businesses to implement the change of the Certificate of deposit for travel service business; perform periodic statistical reporting according to regulations. Implement a 50% reduction in appraisal fees for granting domestic travel service business licenses and tour guide cards from July 1, 2024 according to Circular No. 43/TT-BTC dated June 28, 2024 of the Ministry of Finance.

The Department of Tourism has organized 07 knowledge update courses for tour guides who are due to renew their cards, issuing 632 certificates. The content of the courses includes updating the city's tourism development situation, measures to ensure security and safety for tourists; increasing topics to improve knowledge about routes, customer service skills; promoting the implementation of the Code of Ethics and Conduct for Tour Guides, the Set of Professional Standards in Customer Service for Tour Guides..., combined with testing knowledge about legal regulations related to tour guiding activities. In addition, the Department of Tourism has chaired the organization of 05 meetings with tourism service businesses in the city, including travel agencies, to exchange information and discuss solutions to attract domestic and international tourist markets, improve service quality, and serve tourists.

At the same time, through the tour guide card issuance activities, the Department discovered many cases of using fake documents and transferred 04 cases to the Department Inspectorate for punishment.

Up to now, the city has 1,297 tourist accommodation establishments with 46,035 rooms, of which 4-5 star and equivalent tourist accommodation establishments have 104 establishments with 20,358 rooms; 3-star and equivalent have 108 establishments with 7,061 rooms; 2-star and below have 1,085 establishments with 18,616 rooms. The number of tourist accommodation establishments ranked from 1-5 stars and still validly recognized is 78 establishments with 14,331 rooms (accounting for only nearly 6% of the total number of tourist accommodation establishments and 31% of the total number of rooms in the city).

At the meeting, the Department also raised a number of difficulties and problems in state management related to conditions for doing business in domestic travel services; regulations on the operation of branches and representative offices of travel service businesses; regulations on foreign language proficiency standards for international tour guides; quality of tour guides and the organization of exams and granting of certificates of professional tour guiding skills, etc.

In the accommodation sector, there is the problem of incorrect advertising of the type and class of tourist accommodation on online room sales sites or on social networking sites... regarding swimming pool activities in tourist accommodation facilities.

The statistical work is not complete due to the limited staff of the units, most of whom are part-time, it is difficult to arrange specialized staff for statistics, and the staff changes frequently, affecting the implementation of statistical reports. In addition, the statistical work, recording and storing of data of small-scale establishments is not complete and not systematic, so the units have difficulty in synthesizing indicators according to the regulations of the tourism industry. The penalty for the act of "Failure to properly implement the reporting regime to the competent state agency as prescribed" is still low, not enough to deter, not effective enough to prevent and improve the effectiveness of statistical work.

On this occasion, the Department also made a number of recommendations and proposals to amend the Law on Tourism, recommended the Government to amend and supplement the Decree regulating administrative sanctions in the tourism sector, recommended the Vietnam National Administration of Tourism to consider, guide, amend and supplement the contents on travel business activities, tour guide activities, tourism statistical reports, tourism accommodation business activities, etc.

Deputy Director Nguyen Le Phuc acknowledged and highly appreciated the recommendations and proposals of the Department of Tourism, saying that the working group will synthesize and report to the competent authority for consideration and decision. At the same time, he requested the Department in the process of managing the issuance of tour guide cards, domestic travel business licenses, managing tourist areas, assessing and recognizing the ranking of tourist accommodation establishments, if there are any difficulties or problems, please contact directly with the Department of Travel Management and the Department of Tourist Accommodation Management (Vietnam National Administration of Tourism) for resolution.

After working with the Department of Tourism of Da Nang city, on August 8-9, the working delegation inspected the compliance with tourism laws at a number of tourism businesses and training facilities in the area.

In the field of tourism, the delegation inspected HBC Besttour Vietnam International Travel Joint Stock Company, Dooriga Marketing Company Limited, Go Cong Tourism and Services Company Limited, Danang Trade Union Tourism Company Limited, Vi.Tra.Co Transport and Tourism Company Limited . Through checking the legal status records of the enterprises (business registration certificate, international travel business license, deposit account, person in charge of travel business activities), the implementation of legal regulations in travel business activities, tour guiding (conditions for international travel service business, implementation of reporting regime on travel business activities, record keeping), the delegation requested the enterprises to maintain business conditions according to the provisions of law; regularly update legal regulations on travel business to ensure business activities in accordance with the law; arrange and store records scientifically for convenience in the process of extracting records.

In the field of accommodation, the delegation worked with a number of businesses such as Danang Marriott Resort and Spa Hotel, Non Nuoc Beach Villa (5 stars), Melia Danang Beach Hotel (5 stars), Muong Thanh Grand Hotel (4 stars), Diamond Sea Hotel (4 stars), Tay Bac Hotel (3 stars). After the working session, the delegation requested that hotels continue to focus on enhancing on-site training to improve quality to meet the needs of business customers and improve foreign language proficiency, diversify foreign languages ​​such as English, Korean, Chinese; ensure safety, security, fire prevention, environmental protection, etc.

Regarding the field of training, the delegation worked with Duy Tan University. Through the inspection, in general, the school has implemented regulations well, and kept complete and scientific records.

Through the working sessions, the working delegation received opinions from travel businesses and accommodation establishments, grasped the current situation, difficulties and problems of the businesses to synthesize reports to the leaders of the Ministry of Culture, Sports and Tourism and competent authorities to propose solutions to remove difficulties for businesses and localities.
