On the afternoon of April 29, the City People's Committee held a conference to summarize the 3 National Target Programs in the city for the period 2021-2025 and propose the period 2026-2030.

Attending the conference were: Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the City People's Committee Nguyen Thanh Binh; Member of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Council Nguyen Quang Tuan; Vice Chairman of the City People's Committee Hoang Hai Minh.

Overcoming difficulties

Information at the conference, the New Rural Development Program (NTM) in Hue City for the period 2021-2025 is being implemented in conditions of many fluctuations in administrative organization, the impact of epidemics and natural disasters.

However, in 5 years, 346 rural infrastructure projects have been implemented, from transportation, irrigation, schools to cultural houses, food safety markets... with a total investment of over 1,044 billion VND. In addition, the implementation of the "One Commune One Product" (OCOP) program has achieved outstanding results, including the product Bun Bo Hue with Complete Spices achieving 5 national stars.

The agricultural production sector has shifted strongly towards organic and high-tech production, associated with the construction of raw material areas and sustainable forest management certification. In the field of education and health, Hue has achieved 97.4% of communes meeting criterion number 5 (education-health) by early 2025, expected to complete 100% by the end of the year...

In the 2021-2024 period, the city's poverty rate decreased from 4.93% to 1.4%, expected to be below 1.2% by the end of 2025 - exceeding the target and reaching the finish line 1 year early. The poverty rate of ethnic minorities decreased sharply from 50.2% to 24.1%. Many livelihood models were supported to be implemented: Raising cows, chickens, fish, growing fruit trees... with 895 households participating, including 372 poor households and 133 newly escaped poverty households. In particular, 100% of extremely disadvantaged communes in coastal areas are expected to escape from poverty by the end of 2025.

City leaders reward collectives and individuals with outstanding achievements in implementing national target programs.

For the Socio-Economic Development Program for Ethnic Minority and Mountainous Areas, Hue City has mobilized over VND780 billion in investment capital, of which the central budget accounts for over VND620 billion. The projects have created many essential infrastructure works, contributing to improving the quality of life, traffic connection, housing and livelihoods. Along with that, monitoring and evaluation indicators have been systematically built to help effectively manage the targets.

Besides the achievements, the conference also pointed out the difficulties and limitations in the implementation of the National Target Programs. These are unsynchronized mechanisms and policies, lack of resources and organizational capacity, unstable staff, difficult terrain and natural disasters, lack of initiative at the grassroots level, difficulties in digital transformation and technology, indicators on income, environment, production, etc.

In the period of 2026-2030, Hue determined to continue building a new rural area in a modern, green, sustainable direction, improving the material and spiritual life of the people. The goal is to complete synchronous infrastructure, develop high-tech agriculture, promote digital transformation, build a model new rural commune and a livable countryside.

The total capital demand for implementing the National Target Programs in the area is estimated at about 10,550 billion VND, of which the majority comes from credit, integration of other programs and social mobilization. The city recommends that the Central Government soon issue a new set of criteria, appropriate policy mechanisms, especially prioritizing capital allocation for mountainous areas, coastal areas and difficult areas. Particularly for ethnic minority and mountainous areas, the goal is to reduce the poverty rate to less than 10% by 2030, and have 70% of communes meet new rural standards.

Many typical models

At the conference, the presentations of agencies and units showed a vivid and comprehensive picture in the implementation of the National Target Programs. From localities, grassroots units to mass organizations, all are joining hands and contributing to the journey of building a heritage city - modern countryside - strong community.

In Huong Tra town, the program to support the elimination of temporary and dilapidated houses has been implemented systematically and resolutely. Each supported house meets the "3 hard" standards and has a lifespan of over 20 years. Huong Tra also recommends that there should be a mechanism to provide additional support to households facing difficulties in housing, and encourage the business community and social organizations to work with the government to achieve the goal of eliminating temporary and dilapidated houses.

In Quang Dien, from the foundation of 100% of communes meeting NTM standards, the district has 11 model villages, 117 model gardens, dozens of flower roads, and green-clean-beautiful landscapes. The district not only has a practical support mechanism (100 million VND/registered village, 200 million VND when recognized), but also promotes propaganda, arousing the role of the people as the main subject.

Hue City Youth Union also informed about the role of youth in the startup program and building new rural areas. Typical startup models such as Huenuts products, Hue pressed cakes, or Nguyen Van Thien Vu's AgriDrone agricultural drone model have affirmed the creativity of young people.

The representative of the Vietnam Fatherland Front Committee of Hue City affirmed the central role in the movement "All people unite to build new rural areas and civilized urban areas". With the motto "The State and the People work together".

Speaking at the conference, Standing Vice Chairman of the City People's Committee Nguyen Thanh Binh acknowledged the achievements in building new rural areas, sustainable poverty reduction and developing ethnic minority and mountainous areas. However, Mr. Binh also frankly pointed out many shortcomings that need to be focused on and resolved in the coming time.

According to Mr. Binh, although rural infrastructure has made significant progress, the indicators on income, production organization, rural economic development, environmental landscape, food safety, etc. have not yet met the requirements, and have not created a clear difference compared to other localities in the region. Some communes that met the NTM standards in the previous period are now not meeting the new criteria, and many communes that have not met the standards are located in particularly difficult areas, coastal areas, and flatlands.

In addition, the implementation of the programs still faces obstacles due to complex terrain, unusual natural disasters, slow disbursement progress, and limited implementation capacity of some units. The mobilization of local resources has not met the requirements, while the staff at the grassroots level is still small and has many concurrent jobs.

To overcome this, Mr. Nguyen Thanh Binh requested departments, branches and localities to complete the review and decentralization of tasks before June 30, 2025. At the same time, speed up the implementation progress, ensure 100% disbursement of public investment capital; improve the capacity of officials, especially at the grassroots level; promote the role of supervision and active participation of people in implementing programs...
