Speaking at the opening of the working session, Deputy Minister of Information and Communications Bui Hoang Phuong said that the information and communications industry is playing an increasingly important role in the country's socio-economic development, especially in the context of strong national digital transformation.

In recent times, in addition to the achieved results, localities still face some difficulties and obstacles in the process of implementing assigned tasks, as well as in accessing and applying newly issued legal documents and regulations. Therefore, the Ministry of Information and Communications organized a working session with the aim of listening, discussing and answering difficulties and obstacles of the Departments of Information and Communications in the process of implementing tasks in the field of state management of information and communications, and at the same time, disseminating and thoroughly understanding the contents of some newly issued legal documents and regulations in the field of information and communications.

Deputy Minister Bui Hoang Phuong believes that with a spirit of frankness, openness and responsibility, the working session will contribute to removing difficulties and obstacles, creating new momentum for the IT&T industry and 14 provinces to develop more strongly.

Building a Virtual Assistant is a key task of the Ministry of Information and Communications, an important step forward in applying IT to state management, bringing many practical benefits and contributing to promoting the development of modern public administration.

At the meeting, Mr. Do Cong Anh, Director of the Information Center, the unit in charge of implementing the task of building the Ministry's virtual assistant, introduced and presented the activities and features of the Ministry of Information and Communications Virtual Assistant.

The Director of the Information Center commented that the deployment of the Ministry's Virtual Assistant is a correct and necessary decision in the current context. With advanced features and diverse support capabilities, the Virtual Assistant not only helps improve the efficiency of data management and processing of the Ministry of Information and Communications but also helps change the knowledge system, making the State civil servant system smarter.

At the meeting, leaders of the Departments of Information and Communications shared the difficulties and obstacles in investing in IT applications to serve digital transformation in localities, as well as the progress of capital disbursement and implementation of national target programs. At the same time, leaders of the Departments also requested the Ministry of Information and Communications to review Decree No. 82/2024/ND-CP, amend and supplement a number of articles of Decree No. 73/2019/ND-CP dated September 5, 2019, regulating the management of IT application investment using state budget capital, to have policies suitable to the actual situation in localities in the current period.

The Departments of Information and Communications also recommended to the Ministry of Information and Communications to consider and have plans to increase staffing for units to meet the increasing work demands.

Concluding the meeting, Deputy Minister Bui Hoang Phuong directed the units under the Ministry to listen to and absorb opinions and suggestions from localities. The Deputy Minister emphasized that the units need to pay attention to the shortcomings and difficulties raised by the Departments of Information and Communications. The Departments and Offices must not only absorb them comprehensively but also quickly amend and improve to remove difficulties for localities.
