UK announces comprehensive support package for auto industry amid US tariff pressure

The UK government announced a comprehensive support package for the automotive industry on the evening of April 6, as carmakers face increasing pressure from new US tariffs and the global shift to electric vehicles (EVs).

British multinational carmaker Jaguar Land Rover (JLR) suspended exports to the United States on April 5, after Washington imposed a 25% import tax on foreign-made vehicles. JLR, which exports nearly a quarter of its total output to the US market, said it needed time to review its pricing and logistics strategy in light of changing trade conditions.

Announcing the support measures, British Prime Minister Keir Starmer affirmed that the government would act decisively to protect the car industry.

Global trade is changing dramatically, ” he said . “So today, I am announcing bold changes in how we support our auto industry.”

He stressed that these reforms would help British businesses expand global exports and protect jobs at home.

The new package includes reforms to zero-emission vehicle regulations, maintaining the 2030 deadline to stop selling new petrol and diesel cars, but allowing more flexibility for manufacturers during the transition period.

Under the new rules, automakers will be able to borrow “electric vehicle credits” between 2024 and 2026 and repay them by 2030. They are part of a regulatory framework that requires manufacturers to sell a certain percentage of zero-emission vehicles each year. The credits help companies meet short-term targets while expanding EV production capacity.

The government will also extend until 2029 the allowance for some hybrid vehicles - vehicles that use a combination of electric and gasoline engines - to count towards the EV target, but will impose a limit on the number of credits used to ensure the seriousness of the environmental target.

The end of sales of hybrid vehicles, originally set for 2030, has now been pushed back to 2035, giving the industry more time to adapt to full electrification.

The UK government has also confirmed that it will invest £2.3 billion ($2.96 billion) to support the transition. This investment will provide tax incentives for electric vehicle buyers and expand the national charging network, with the aim of making electric vehicles more accessible and affordable for consumers.

The support comes amid growing concerns about the future of the UK car industry, which accounts for an eighth of the country’s export earnings. The US is Britain’s second-largest car export market after the European Union, accounting for nearly 20% of all car exports.

Experts at the Institute for Public Policy Research, a London-based think tank, have warned that prolonged tax pressure could threaten up to 25,000 jobs, particularly in the West Midlands, home to many car parts suppliers.

Transport Secretary Heidi Alexander said the automotive industry had been held back by uncertainty. “This package will help protect and create jobs, and position the UK as a global leader in electric vehicles,” she said.
