Previously, on July 27, on the way through Nam Tam commune, Sin Ho district, Lai Chau province, Lieutenant Ly A Chanh - police officer of Pa Khoa commune and Lieutenant Nguyen Duy Khanh - police officer of Noong Heo commune heard a cry for help in the stream area in Nam Tam commune.

At that time, two Police Lieutenants, regardless of the danger, immediately jumped into the rushing water to bring the unconscious drowning person to shore, urgently provided first aid, and saved the victim in time; currently the victim's health has recovered.

Minister Luong Tam Quang assessed that the brave actions of Lieutenants Ly A Chanh and Nguyen Duy Khanh in rescuing victims clearly demonstrated the image of brave and professional police officers and soldiers, proficient in rescue skills, and always ready to sacrifice themselves to protect the lives and health of the people.

These two officers have contributed to beautifying the image of the People's Public Security force, affirming the important role and position of the communal-level Public Security force in the task of ensuring security, order, social safety, and protecting the peaceful and happy life of the people.

On behalf of the Central Public Security Party Committee and the leaders of the Ministry of Public Security, Minister Luong Tam Quang commended and praised Lieutenant Ly A Chanh and Lieutenant Nguyen Duy Khanh.

The Minister suggested that Lai Chau Provincial Police should have a form of worthy reward, recognizing the excellent achievements of the two Lieutenants, and at the same time do a good job of propaganda to spread and encourage officers and soldiers to continue to promote the fine tradition of the People's Police force "Forgetting oneself for the country, serving the people".
