In the first 60 days of the year, the Provincial People's Committee issued nearly 900 documents directing, operating, and directing the immediate implementation of tasks and solutions for socio-economic development, local budget estimates, and provincial budget allocation; promptly allocating public investment capital sources in 2025; focusing on removing difficulties and obstacles for projects with investment policy decisions, projects being researched and surveyed in the province, contributing to promoting investment attraction; effectively implementing 3 national target programs, proactively implementing the arrangement of the political system's apparatus to ensure "streamlining - compactness - strength - efficiency - effectiveness - efficiency" according to the direction of the Central Government and the Provincial Party Committee...

Accordingly, the province's socio-economic development in the first month of the year continued to develop steadily; many indicators had high growth compared to the same period. The growth rate of the industrial production sector was quite good. The industrial production index in the first two months of the year increased by 9.2% compared to the same period; the industrial production value reached over 2,800 billion VND, up 9.8%.

Trade and service activities were vibrant, increasing by 20.1% over the same period with total retail sales of goods and service revenue reaching over VND5,600 billion. Export turnover reached over USD73 million, up 16% over the same period.

The total development investment capital increased by 3.3% over the same period, reaching VND2,700 billion. By the end of February, the province had disbursed VND422,341 billion/total assigned capital plan of VND5,445,842 billion, equal to 7.8% of the plan.

As for the capital plan assigned by the Prime Minister (VND4,257,364 billion), disbursement was equal to 9.7% of the plan. The whole province has established 35 new enterprises (same as the same period); 16 cooperatives and cooperative groups. The tourism economy has flourished, with over 500,000 visitors coming to Yen Bai in the first two months of the year, an increase of 21.4% over the same period, of which international visitors increased by 18.2% over the same period; tourism revenue reached over VND450 billion, an increase of 36%.

Proactively leading and directing in a focused, key, practical and effective direction, in the spirit of "running and lining up at the same time" of General Secretary To Lam, must be very urgent in personnel work and implementing the process of deploying the Project on arranging advisory and support agencies of the City Party Committee, departments and offices under the City People's Committee, Yen Bai city must focus highly and resolutely on solutions for the target of socio-economic development scenarios, budget collection, disbursement of public investment capital, site clearance for project works in 2025...

According to the leader of Yen Bai City People's Committee, the City proactively developed early and resolutely implemented from the beginning of the year Action Plan No. 306 dated December 12, 2024 of the City Party Committee on implementing Action Program No. 246 dated December 6, 2024 of the Provincial Party Committee with specific and detailed tasks and solutions; clearly assigning tasks to each agency, unit, locality, and individual responsible for implementation. By the end of the first quarter, 19/87 targets of Action Plan No. 306 of the City Party Committee had been achieved and exceeded; 19 targets achieved over 50%; 13 targets achieved under 50%; 36 targets have not been calculated for results because they are still being implemented.

In 2025, Yen Bai province aims to achieve double-digit GRDP growth (10.5%), 2.3% higher than the target assigned by the Government. The Provincial People's Committee has issued a Decision approving the economic growth scenario of Yen Bai province in 2025 to effectively implement Action Program No. 246 of the Provincial Party Committee and resolutions of the Provincial People's Council to all levels, sectors, localities, and units to organize and implement with the highest efficiency with the motto of action "Breakthrough, determination, discipline, creativity, efficiency".

Determined to realize this goal, the province focuses on implementing solutions, including continuing to perfect mechanisms, policies, and projects to ensure synchronization and unity in implementation; restructuring the agricultural and forestry sectors in association with sustainable new rural construction; restructuring industry in a fast, sustainable, and effective direction associated with environmental protection...

The socio-economic targets must be higher than the targets set by the Provincial People's Council's resolution at the beginning of the year, of which the budget revenue must reach over VND 7,000 billion, VND 1,500 billion higher than the plan; the total development investment capital strives to mobilize about VND 28,000 billion, VND 6,000 billion higher than the plan...
